Statement of Work Replacement Agitator Assembly for Large Nitrator Last updated: 10 April 2017
A. Introduction Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) has a continuing requirement to produce Otto Fuel II, a nitrate ester based propellant used in the Mk 48 torpedo system. To support this requirement through the future, NSWC IHEODTD constructed and currently commissioning the Agile Chemical Facility (ACF), a multipurpose nitrate ester manufacturing plant that will replace the existing Moser Plant.
The agitator assembly for the large nitrator, the primary reaction vessel used to synthesize the primary component of Otto Fuel II, was originally fabricated in the 1970s and re-purposed for use at the ACF. During start-up activities, multiple bearing failures on the large nitrator shaft assembly were experienced with limited run time. NSWC IHEODTD determined that the best corrective action is replacement of the agitator and bearing frame with a new fabrication.
B. Objectives The purpose of the contract is to:
1) Provide a new agitator assembly, bearing frame, and spare parts kit for the large nitrator.
2) Provide installation support for the new equipment
A detailed breakdown of the requirements for these two objectives is provided in the following section.
C. Description of Services The following equipment and services must be performed under this contract. All proposals shall include product cut sheets and Installation, Operation, and Maintenance manuals of the Laser Shaft Alignment System for evaluation that the proposed equipment satisfies the requirements.
Task One: Fabricate new agitator, new bearing frame, and provide spare parts kit .
