2.0 INTRODUCTION

2.1 Background

Otto Fuel is a stable, liquid monopropellant composed of a nitrate ester in solution with a desensitizing agent and stabilizer. The propellant has a high flashpoint and other safety characteristics that permit it to be classified as a low fire hazard material. The DBS is the desensitizing agent that gives the Otto Fuel the above mentioned characteristics.

3.0 DI-N-BUTYL SEBACATE REQUIREMENTS

3.1 Chemical and Physical Requirements:

The Chemical and Physical requirements of Di-N-Butyl Sebacate are covered in the Military Specification DOD-B-82669(OS).

IHD NSWC reserves the right to witness any analysis of the Di-N-Butyl Sebacate performed by the vendor at the vendor’s facility at any time during the life of the contract.

4.2 Quality Documentation

Contractor shall perform all inspection requirements according to Federal Acquisition Regulations (Far 52.246-2). Vendor shall notify in writing NSWCIHMD of any changes to the process, equipment, and raw materials that may affect the quality of the Di-N-Butyl Sebacate throughout the life of the contract.

4.3 Pre-Qualification Process for New Sources:

In the event that the vendor has to obtain a new source of Di-N-Butyl Sebacate other than the already qualified vendor’s source the vendor shall immediately inform NSWC and the new source must be pre-qualified using NSWC standards. Qualification of the new source will be required before any delivery of the Di-N-Butyl Sebacate will be accepted at IHD NSWC. IHD NSWC reserves the right to reject the new source.

MIL-STD-1916

SAMPLING PROCEDURES AND TABLES

FOR INSPECTION BY ATTRIBUTES

5.0 DI-N-BUTYL SEBACATE TRUCK FLEET

5.1 Management of Truck Fleet

Truck tankers transporting Di-N-Butyl Sebacate must be clean. Following contract award, IHD NSWC representatives may schedule a meeting with the vendor to discuss shipment methods.

5.2 Tanker Capacity

The truck tanker must be capable of delivering 40,000 pounds of Di-N-Butyl Sebacate.

5.3 Tank Truck Configuration

Each truck tanker shall be dedicated to deliver Di-N-Butyl Sebacate.

Bottom unloaded truck tankers will be needed, the bottom unload tanker must be provided with discharge valve and 2 inch male quick connection. This option will be exercised as required by the government.

5.4 Transportation Regulations

All truck tankers shall comply with Department of Transportation regulations at Title 49, Code of Federal Regulations.

5.5 Cleaning

The truck tanker must be steam cleaned prior to shipment of material to IHD NSWC. Vendor shall certify in writing truck tanker has been steam cleaned and submit a copy with truck shipment to NSWCIHMD. Shipments will not be accepted without written cleaning certification. No detergent should be used for the cleaning operation.

5.6 Detention Charges

The truck tankers may incur delays once arriving at NSWCIHMD due to inclement weather, equipment problems, etc. The NSWCIHMD will endeavor to minimize delay. A minimum of (2) two hours is necessary to safely transfer contents of each tanker to our storage tanks.

5.7 Spill Responsibilities

The vendor is responsible for any hazardous material spills that may occur during transport of the Di-N-Butyl Sebacate.
