About this file

This is Amendment 0002 to a Request for Quote (RFQ) issued by the Naval Research Laboratory for IT support services. The amendment extends the proposal submission deadline from 07 August 2026 to 13 August 2026, with quotes due electronically by 4:00 P.M. EDT on the new date to Contract Specialist Tamara Jenkins at tamara.n.jenkins.civ@us.navy.mil. The solicitation number is N0017326R0007, and the requisition number is N00173, issued by Naval Research Laboratory located in Washington, DC.

Offerors must provide technical understanding and capability narratives (25 pages maximum), staffing and personnel qualifications per Attachment 2, past performance documentation via CPARS reports (maximum three relevant efforts within the past five years, 8 pages maximum), and a completed price summary quote format. Key requirements include: prospective contractors must possess required facility clearance per attached DD254 at proposal submission; key personnel must have final DoD-granted security clearances; offerors must be registered in SAM.gov; contractor information systems must meet NIST SP 800-171 requirements with current assessments posted in SPRS; and compliance with Cybersecurity Maturity Model Certification Level 1 (Self) is mandatory. Evaluation criteria are weighted with Technical Understanding, Capability, and Approach/Staffing and Personnel Qualifications rated most important, followed by Past Performance, then Price Reasonableness. The government anticipates awarding to the best-suited contractor based on a price-technical tradeoff analysis, with award expected to follow initial responses. Additional contract clauses regarding government property management, cybersecurity compliance, and packaging/marking standards were incorporated or modified in this amendment.

Section M - Evaluation Factors for Award

The following clauses were modified:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) Feb 2026 hereby reads as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Trade-off considerations may result in the determination that it is in the best interest of the Government to award to other than the lowest priced Offeror or other than the highest technically rated Offeror. The following factors shall be used to evaluate offers:

1. Technical Understanding, Capability, and Approach/ Staffing and Personnel Qualifications:

The Government will evaluate quotes and supporting information based on how well the quote meets the requirements of the RFQ and Attachment 1, including but not limited to:

-Prior Company Experience in providing similar IT support.

-Ability to provide well-qualified, experienced personnel in accordance with Attachment 2 - Personnel Qualifications.

- Ability to provide continuity of support throughout the life of the contract.

-Ability to assume responsibility from the incumbent Contractor and provide well-qualified personnel.

- Ability to provide adequate resources (insurance, facilities) to support this type of effort.

RATIN

G

DESCRIPTION

Outstanding Quote demonstrates exceptional experience and capability in performing this type of requirement, and contains multiple strengths.

Good Quote demonstrates thorough experience and capability in performing this type of requirement, and contains at least one strength.

Acceptable Quote demonstrates adequate experience and capability in performing this type of requirement.

Marginal Quote has not demonstrated experience and capability in performing this type of requirement.

Unacceptabl e

Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is un- awardable.

2. Past Performance:

The Government will evaluate Past Performance in accordance with FAR 12.203(2). Each Offeror will receive a past performance rating.

Rating Description

Acceptab le

Offeror's past performance demonstrates relevant experience to the Government's requirements.

Unaccept able

Offeror's Past Performance does not demonstrate relevant experience to the Government's requirements.

Neutral Offerors without a record of relevant past performance history may not be evaluated favorably or unfavorably for its past performance history.

Past performance is a measure of the degree to which the Offeror satisfied its customers in previous relevant contracts and complied with Federal, State, and local laws and regulations. Each Offerors (and major subcontractor, team partner, etc., if applicable) past performance will be reviewed to determine recency, relevancy and the quality of performance on the past contracts. A past performance confidence assessment rating will be assigned based on the Offerors overall record of recency, relevancy and quality of performance.

The Government will evaluate submitted CPARS reports, Past Performance Questionnaires and Previous Contract Effort Narratives, and may contact the Offerors customers to ask whether or not they believe: (1) that the Offeror is capable, efficient and effective; (2) that the Offerors performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; (4) that the Offeror was committed to customer satisfaction; and (5) if given a chance would they select the same or a different Contractor.

The Government may consider past performance information obtained from sources other than those identified by the Offeror to evaluate an Offerors or subcontractors' past performance, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases. The lack of recent and relevant past performance information will result in the assignment of a neutral rating (i.e. neither favorable nor unfavorable) for this factor. The Government reserves the right to limit or expand the number of references it decides to contact and to contact other references than those provided by the Offeror or subcontractors.

If an Offeror receives an Past Performance rating of "Unacceptable", the Offeror will not be eligible to receive an award.

3. Price Reasonableness:

The Government anticipates making a determination of fair and reasonable price based on competitive quotes. If only one response is received, the Government may use other methods as described at FAR 12.204(a).

Based on the factors above, Technical Understanding, Capability, and Approach is more important than Past Performance, and Past Performance is more important than Price Reasonableness. When combined, the non-price factors are significantly more important than price.

Award on Initial Responses; Exchanges with Best-Suited Contractor: The Government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with vendors. Vendors are strongly encouraged to submit their best technical solutions and price in response to this RFQ. However, the Government may engage in limited exchanges to clarify certain aspects of quotes. Once the Government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues and revise quotes, if necessary, and finalize an award with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined in the sole discretion of the Government, the Government reserves the right to conduct exchanges with the next best-suited contractor and address any remaining issues and revise quotes, if necessary, and finalize an award with that contractor.

A. Basis for Award

In accordance with FAR 52.212-2, the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government anticipates making a determination of fair and reasonable price based on adequate competition. Submission shall be received not later than the response date listed above. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1. E-mailed submissions are the required form of submission. Receipt will be verified by the date/time stamp on e-mail. It is the sole responsibility of the Offeror to confirm that the Government received its quote prior to the due date/time.

The evaluation will be based on a complete assessment of each Offeror's Technical Understanding, Capability, and Approach / Staffing and Personnel Qualifications, Past Performance, and Price. Within the best value continuum, the Government will employ a Price/Technical Tradeoff analysis of both price and non-price factors in evaluating each quote submitted. Trade-off considerations may result in the determination that it is in the best interest of the Government to award to other than the lowest priced Offeror or other than the highest technically rated Offeror. A best value analysis will not be performed or developed for any Offeror whose quote is found to be technically unacceptable or unsatisfactory in any other factor.

Quotes will be assessed on how well each Offeror's quote meets the solicitation requirements and the risks associated with the Offeror's approach.

Determining how well the Offeror's quote meets the solicitation requirements will be accomplished in two steps. First, a determination will be made if the Offeror's quote meets the solicitation requirements. Next, the discriminators will be identified for the quotes reflecting the unique significant strengths, strengths, weaknesses, significant weaknesses, and deficiencies of each offer. In addition, the Government will examine the impact of each discriminator and assess its relative value to the Government.

In order to make a sound selection decision, the Government needs to understand the ways in which a given quote is considered technically strong, as well as the ways in which it is weak or deficient. Hence, a catalog of the significant strengths, strengths, significant weaknesses, weaknesses, and deficiencies (in terms of the evaluation criteria) will be utilized to facilitate the process of determining which quote presents the best overall value to the Government.

The Offerors will receive an overall rating value for the non-price quote evaluation factors, with the exception of the Contract Volume. Price, while being an important factor, is not in and of itself the determining factor in the selection of the successful Offeror for award of the contract contemplated by this solicitation. The Contracting Officer may reasonably determine that the superior personnel and staffing ability, technical understanding and capability, and/or management capability merits a higher price, and therefore represents the best value to the Government. The Contracting Officer, using sound business judgment, will base the selection decision on the integrated assessment of the Offeror(s)' non-price factors and price factor measured against the evaluation criteria listed below.

Award will only be made to an Offeror that has no OCI as defined in FAR 9.5 or that the Government determines has provided a satisfactory mitigation plan. Offerors are advised that Technical quotes may be evaluated without consideration of any proposed Subcontractor which is deemed to have an organizational conflict of interest and for which an unsatisfactory mitigation plan has been proposed. Failure by an Offeror that has identified a potential OCI or to submit an OCI mitigation plan with its quote shall no longer being considered for award.

The Government may, at any time, communicate with an Offeror regarding the Offeror's quote. Such communications are not and are not intended to be "discussions" as defined in FAR Part 15.
