About this file

This document is a detailed Statement of Work (SOW) for a new water well installation project at the Naval Research Laboratory (NRL) Pomonkey Facility in Maryland. The project requires a qualified contractor to drill a new potable water well, decommission an existing well, and install a new pump and pressure tank system. Key specifications include drilling a 4-inch diameter well between 500-900 feet deep, installing a pump capable of 10 gallons per minute, and meeting all Maryland state and federal regulatory requirements for well construction.

The project is an 8(a) follow-on requirement targeting small businesses, with the Naval Research Laboratory (Department of the Navy) as the sponsoring agency. The contractor must provide all necessary labor, equipment, and materials, obtain required permits, conduct water testing, and submit comprehensive documentation including well abandonment and completion reports. Critical deliverables include a fully operational well, new water pump, pressure tanks, piping, electrical wiring, and all required warranties and certifications. The project involves strict compliance with multiple technical standards, including AWWA, EPA, and Maryland Department of Environment regulations, with an emphasis on safety, environmental protection, and waste management.

A. INTRODUCTION/ BACKGROUND:

The NRL Pomonkey Facility (NRL Code 8124) has a requirement of a qualified contractor to drill one new water well (bore hole) for a primary, potable water supply at the NRL Pomonkey Facility. The project site is located at 7425 Bumpy Oak Road, La Plata, MD.

The contractor will, in accordance with the terms and conditions set forth below, furnish all supervision, labor management, facilities, supplies, equipment and materials, and all required services necessary for the turn-key performance of the work. Well construction must be provided by a State of Maryland licensed well driller.

B. GENERAL CONTRACT INFORMATION:

Provide service consisting of the following task

a) Task: Provide all necessary labor, equipment, parts and supplies to:

· Demolition / Decommission:

· Decommission old well as required by Maryland state regulations, to include filling of old well with dry bentonite and properly cap or seals as per local state requirements. Prepare Water Well Abandonment-Sealing Report (electronic form found at New Well Abandonment form.pdf (maryland.gov)). Report must be signed by a licensed master well driller or supervising sanitarian.

· Remove existing pump, pressure tanks, associated pipe connection and any device related to the existing well operation. Properly dispose any material.

· Remove electrical connection back to point of connection.

· Existing well cannot be demolish and disconnected from the water distribution system until the new well is ready to be connected to the existing water distribution.

New Work

· Well Location:

The well must be protected from the pollution of non-sanitary surroundings and should be located within 50 feet of the existing well (Well # CH-88-1739, water appropriation permit number CH1991G005(03)).

All required permits and certifications must be valid and exist before and during all work performed to construct the well. This includes a permit to drill a well under the COMAR 26.04.04

· Pump Specifications:

The contractor shall provide a pump with footing and a protective screen sized to prevent the introduction of sand or silt into the suction line per American Water Works Association (AWWA) standards. It shall be capable of pumping water with 1 ¼ inch pipe, a minimum of 20 feet above the well head ground surface at any point on the Facility, while meeting volume of 10 gallons/min water flow with a 1 ½ H.P. pump. If static water pressure is too deep, a 2 H.P. pump is to be used. The electric cable shall be made for underwater use, as long as needed per IEC 502 code.

· Pressure Tank Specifications:

The contractor shall provide two pressure tanks and all associated piping and fittings to appropriately match the pump and well specifications.

· Well Specification:

· The well depth is expected to be between 500 - 900 feet, depending on water volume, with a 4 ½ inch diameter casing pipe, with a commercial pump screen material of Type 304 stainless steel.

· Obtain all required licenses/permits to proceed with installation. Application for new well can be found at New Well Application Form.pdf (maryland.gov).

· Drill a 4 ½” well to a depth that tests show adequate yield of 10 gallons/min.

· Development of drilling via rotary drilled. Complete drilling to estimated depth of usable groundwater and estimate safe yield for well prior to completion. Develop well to maximum yield per foot of drawdown.

· Fill annular space from top to bottom with concrete grout and provide permanent casing with temporary well cap. Top of casing should be approximately 12” above ground level finished grade.

· Purchase, install and connect new water well pipe to two new, contractor furnished pressure tanks.

· Purchase adequate proposed pump capable of providing 10 gallons per minute. Install purchased pump and test for plumb and alignment per AWWA A100. Purchase and install new pump electrical wire and connect to existing electrical panel. New pump electrical wire must be furnished by the contractor that meets the specifications of the manufacturer of the pump. Failure in correctly sizing the diameter of wire conductor will result in re-work at contractor’s expense. Per National Electric Code (NEC) a properly sized ground wire should be part of the wire bundle leading from the pump in the well to the controller.

· Conduct final pumping tests after well has been constructed, cleaned, and tested for plumb and alignment. The pump must meet volume per day requirements for 5 sustained days. Contractor will be responsible for providing all flow meters necessary to provide well yield. After pump is installed, the water well shall be fully tested for compliance. The cost of this capacity test shall be included in the cost of this work.

· Contractor will submit a completion report to the Approving Authority (Charles County Health Department). Completion Report can be found at New Well Completion Report.pdf (maryland.gov).

· Perform lab tests to indicate that the water is safe for human consumption and obtain a Certificate of Potability (COP). Refer to this site (MDE Water Well Construction) for additional information on COP.

· Clean work site area after completion of the work each day.

· Restore work site to pre-construction conditions.

· Monitor any discrepancies and corrective action.

· Deliverables:

· Fully operational Well

· Water Well (Bore hole) with specified casing 4 ½ inch inside diameter meeting ASTM standards for wall thickness to a depth that can meet a water demand of 10 gallons/min for 5 consecutive days.

· New water pump, pressure tanks, piping and required fittings, electrical wiring and required fittings to connect to the Facility’s existing main water supply piping and existing electrical panel.
