About this file
This is a Statement of Work (SOW) for the expansion of a Physical Access Control System (PACS) at the Naval Research Laboratory's Cyber Operations Division in Washington, DC. The project requires installation and configuration of Hirsch/Identiv MX-1 Power over Ethernet (PoE+) controllers and uTrust TS keypad readers at five additional door locations, with all equipment to be fully compatible with and integrated into the existing Hirsch Velocity Platform. The Government will furnish two controllers and two readers as existing equipment; the Contractor must provide three additional controllers and three readers, along with all installation labor, materials, and supplies. Installation includes mechanical door hardware (Bosch B10 Medium Metal Enclosures, Bosch D101 lock sets, electric strikes, request-to-exit devices, door contact sensors, and storeroom lever handle lock sets with 6-pin Small Format Interchangeable Core compatibility), all wiring and conduit between components, and lockable single-board metal enclosures measuring approximately 14 x 12.5 x 3 inches for each controller.
Key contractual requirements specify that the Contractor must be an authorized service representative for both Hirsch and Identiv products, use only OEM-approved parts meeting manufacturer specifications, and maintain a primary office or service presence within 50 miles of NRL to ensure timely warranty response and parts delivery. The related federal solicitation (N0017326Q1301379551) is a Request for Quotations on a Firm-Fixed-Price basis designated as a Total Small Business Set-Aside under NAICS code 561621 (size standard $25,000,000) and FSC/PSC 6350. The procurement is for new equipment only with manufacturer warranty coverage required, and all vendors must be OEM authorized dealers, authorized distributors, or authorized resellers.

STATEMENT OF WORK
PoE Physical Access Control System Expansion
1. INTRODUCTION
The Cyber Operations Division at the Naval Research Laboratory (NRL), located at 4555 Overlook Ave SW, Washington DC, has a requirement to expand its CAC-based Physical Access Control System (PACS) to five (5) additional door locations within the facility that require controlled access. The existing system consists of Hirsch/Identiv MX-1 Power over Ethernet (PoE+) controllers and uTrust TS keypad readers operating under a Hirsch Velocity Platform. All new equipment shall be compatible with, identical to, and fully integrated into the existing Hirsch Velocity system to ensure seamless operation and centralized management.
2. SCOPE
The Contractor shall furnish all labor, transportation, materials, and supplies necessary to complete the installation and configuration of Hirsch/Identiv MX-1 PoE+ controllers and uTrust TS keypad readers at five (5) door locations. NRL will provide two (2) Hirsch MX-1 PoE+ controllers and two (2) Identiv uTrust TS keypad readers from existing Government-furnished equipment (GFE); the Contractor shall provide three (3) Hirsch MX-1 PoE+ controllers and three (3) Identiv uTrust TS keypad readers, and shall install all five (5) controllers and five (5) readers. All controllers and readers shall require no external power source other than PoE+ and must be configured to support Common Access Card (CAC) authentication and integration with the existing Hirsch Velocity.
Additionally, the Contractor shall provide and install all wiring between the PoE+ controllers, card readers, and door hardware devices, including any conduit and ancillary materials required at each door location. The Contractor shall also provide and install a lockable single-board metal enclosure for each PoE+ controller with the following approximate dimensions: 14 in x 12.5 in x 3 in.
The Contractor shall also provide and install new mechanical door latching hardware as specified in Table-1, including storeroom lever handle lock sets. This includes all associated door hardware, electric strikes, request to exit (REX) devices, and door contact sensors. All new hardware must be compatible with a 6-pin Small Format Interchangeable Core (SFIC), that consists of a removable cylinder and locking mechanism that allows core replacement without removing or replacing the entire lockset.
NRL will provide all Ethernet cabling between the PoE+ controllers and network switches.
Table-1: Door Hardware Requirements At a minimum, each door location shall include, but is not limited to, the hardware listed below:
