About this file

This is a Statement of Work (SOW) for the U.S. Naval Research Laboratory's (NRL) Hazardous Materials Minimization (HAZMIN) Section requiring hydrostatic testing, requalification, painting, and refilling of 226 government-owned compressed gas cylinders. The contractor must pick up the empty cylinders from the supply yard located behind buildings 33 and 54 at NRL (4555 Overlook Ave, S.W., Washington, DC 20375) within 30 calendar days of contract award. The cylinders consist of various gases including UHP Argon (25), Nitrogen (76), Hydrogen (37), Helium (36), Oxygen (18), Carbon Dioxide (7), Argon (15), and Breathing Air (12), all at 2200 psi industrial size and separated on skids. The contractor must perform hydrostatic/requalification testing in accordance with DOT regulations (49 CFR 180.201-217), determine which cylinders are suitable for requalification, identify any cylinders requiring valve replacement, and provide this information to the HAZMIN Section POC.

For cylinders suitable for requalification, the contractor must sandblast to remove old paint, repaint and label the cylinders in accordance with MIL-STD-101C color code specifications, and fill them with specified gases including Argon UHP Grade 5.0 (40 cylinders at 200 cubic ft.), Helium UHP Grade 5.0 (25 at 300 cubic ft.), Oxygen UHP Grade 4.4 (25 at 200 cubic ft.), Hydrogen UHP Grade 5 (10 at 300 cubic ft.), Nitrogen UHP Grade 5.0 (20 at 300 cubic ft.), Air Breathing Grade D (7 at 300 cubic ft.), Argon Industrial Grade (10 at 200 cubic ft.), Oxygen Industrial Grade (10 at 200 cubic ft.), Hydrogen Industrial Grade (35 at 200 cubic ft.), Nitrogen Industrial Grade (40 at 300 cubic ft.), and Carbon Dioxide (4 at 50 lbs.). Requalified and refilled cylinders must be delivered to the fenced yard west of Building 49 at NRL. The entire process of hydrotesting, painting, and refilling must be completed within 60 calendar days from pickup. Cylinders that cannot be requalified will be disposed of by the contractor. Primary points of contact are Michael Kelton, Monisha Carter, and Tyese Roebuck, reachable at NRL_hazmincenter@us.navy.mil or (202) 767-3338.

STATEMENT OF WORK NEEDED

TITLE: Hydrotesting/requalification, painting, and refilling out of test cylinders for NRL

HAZMIN Section

Enclosure: (1) MIL---STD---101C, DEPARTMENT OF DEFENSE STANDARD PRACTICE

COLOR CODE FOR PIPELINES AND FOR COMPRESSED GAS CYLINDERS, dtd. 26

August 2014

I. Purpose

The U.S. Naval Research Laboratory’s (NRL) Hazardous Materials Minimization (HAZMIN)

Section, which is part of the Supply and Administrative Services Division (SASD), is in possession of 226 miscellaneous government-owned nonpoisonous and nontoxic empty gas cylinders that are “out of test”, meaning that they need to be requalified for transportation, storage, and use In Accordance With (IAW) Department of Transportation (DOT) regulations, specifically 49 CFR 180.201-217. These cylinders need to be hydrostatically tested (aka hydrotesting), sandblasted and repainted in order to be requalified, after which they can be added back to HAZMIN Section stock, and then issued to NRL divisions for use in scientific and technological research and development.

II. Scope

a. The contractor will pick up 226 empty gas cylinders located at a storage location at NRL, which is to the north of building 259. Gas cylinders are empty nitrogen, hydrogen, helium, CO2, Air and oxygen gases, listed in the table below. They are 2200 psi, industrial size and separated on skids for pickup. A cylinder truck will be needed for pick up. Assistance with a forklift can be provided by SASD personnel if required.

UHP Argon 25

Nitrogen 76

Hydrogen 37

Oxygen 18

Carbon Dioxide 7

Breathing Air 12

Total 226

b. The contractor will perform hydrostatic/requalification testing on all of the 226 cylinders

IAW DOT regulations. After hydrotesting, the contractor will determine which cylinders are suitable for requalification, and will provide the number of cylinders to the HAZMIN Section

Point of Contact (POC). The contractor will also determine whether any cylinder valves need to be replaced and provide that number to the HAZMIN Section POC.

c. Cylinder Requalification and Refilling.

(1) For cylinders that can be requalified, contractor will sandblast (remove the old paint) the cylinders. They will then repaint and label the cylinders IAW the specifications listed in enclosure (1) of this statement of work.

(2) The contractor will fill the requalified cylinders IAW the final list of gases that the

HAZMIN Center will provide, which will be based on the number of cylinders that can be requalified. Requested gas types and quantities to be filled are listed in the table below, provided all cylinders that are picked up can be requalified.

Gas Type Cylinder Size Qty.

Argon UHP Grade 5.0 200 cubic ft. 40

Helium UHP Grade 5.0 300 cubic ft. 25

Oxygen UHP Grade 4.4 200 cubic ft. 25

Hydrogen UHP Grade 5 300 cubic ft. 10

Nitrogen UHP Grade 5.0 300 cubic ft. 20

Air, Breathing Grade D 300 cubic ft. 7

Argon Industrial Grade 200 cubic ft. 10

Oxygen Industrial Grade 200 cubic ft. 10

Hydrogen Industrial Grade 200 cubic ft. 35

Nitrogen Industrial Grade 300 cubic ft. 40

Carbon Dioxide 50 lbs. 4

(3) The contractor will deliver requalified and refilled cylinders to the fenced yard to the west of building 49 at NRL.

d. For cylinders that cannot be requalified, the contractor will inform the HAZMIN Section

POC, and then the cylinders will be taken out of service. Contractor will dispose of these cylinders.

III. Period of Performance

Pickup of cylinders must occur within 30 calendar days from the final award of this contract . The entire process hydrotesting, painting and refilling must be completed within 60 calendar days from pickup from NRL.

IV. Delivery Location

Pick up of empty cylinders specified in the Statement of Work shall be located at the following address:

Naval Research Laboratory

4555 Overlook Ave, S.W. Washington, DC

20375

Supply cylinder yard located behind buildings 33 and 54.

Completed recertified cylinders will be delivered to Building- 49 (same address)
