About this file

This is a Statement of Need for a Dell hardware purchase by the Naval Research Laboratory's Space Science Division (Code 7600). The procurement requires vendors to submit proposals for four Dell computing devices: one Dell Pro Precision 5 Series 14S laptop, one Dell Pro Max Tower T2 desktop, two additional Dell Pro Precision 5 Series 14S units, and one Dell Pro 14 Plus laptop. The justification emphasizes that Dell standardization is necessary to maintain compatibility with the division's existing computing environment, approved software, security requirements, and project workflows, while minimizing deployment time and IT support requirements. The current government-furnished systems no longer meet performance demands for the division's scientific and engineering applications, resulting in reduced productivity and operational risk.

Deliverables must arrive in full working order by the expected delivery date of 30 September 2026 to the Space Science Division at Building 209, Room 108, 4555 Overlook Avenue SW, Washington DC 20375, Attention: Mr. Gary Small. Acceptance criteria require that all items be received and fully functional for final acceptance by NRL. The document references an attached Dell quote that vendors should use as the basis for their proposals, though specific pricing terms, contract vehicle information, and response deadlines are not included in this Statement of Need.

STATEMENT OF NEED

TITLE: Space Science Division Dell Purchase

I. Purpose

Code 7600 requires the purchase of multiple Dell laptops to replace ageing or inadequate government-furnished computers and to equip newly assigned personnel with the hardware necessary to support ongoing scientific research and mission-critical projects.

II. Scope

The vendor shall provide a proposal based on the attached Dell quote for the required hardware.

The Code 7600 Space Science Division requires Dell laptops running Windows to support its existing computing environment, approved software, security requirements, and project workflows.

Standardizing Dell hardware ensures compatibility with current infrastructure, minimizes deployment time, reduces IT support requirements, and allows personnel to transition seamlessly to new equipment without disrupting ongoing work.

Many current systems no longer meet the performance demands of the division’s scientific and engineering applications, resulting in reduced productivity and increased operational risk. Procuring alternative hardware would require additional configuration, testing, and troubleshooting, delay active projects and impacting mission schedules.

Purchasing Dell laptops is the most practical and cost-effective solution to maintain operational continuity, support current and future projects, and ensure personnel have reliable computing resources to accomplish the division’s mission.

The vendor will provide a proposal/quote for the hardware items below.

1 New Dell Pro Precision 5 Series 14S Laptop

1 New Dell Pro Max Tower T2 Desktop

2 New Dell Pro Precision 5 Series 14S

1 New Dell Pro 14 Plus Laptop

III. Period of Performance

Expected delivery date: 30 September, 2026

IV. Delivery Location

Shipment of deliverable items specified in the Scope of Work shall be delivered to the following address:

Space Science Division, Code 7600

Bldg 209, Room 108

4555 Overlook Ave., SW

Washington DC 20375

Attention: Mr. Gary Small
