About this file

This Statement of Objectives (SOO) details the Naval Research Laboratory's (NRL) requirements for installing electrical infrastructure at their Physical Scale Modeling (PSM) test facility in Key West, Florida. The project involves comprehensive electrical system design and installation, including a 480 VAC 3-phase system, an isolated ground 240/120 VAC single-phase system, and general use wiring, with specific requirements for multiple equipment connections such as an overhead crane, pool pump system, SERVO cabinet, and various equipment cabinets.

Key technical specifications include installing new branch panels, conduits, breakers, and wiring to support critical research infrastructure, with contractors required to be licensed, insured, and compliant with state and federal electrical installation regulations. The project mandates precise electrical work across ground and mezzanine levels, including specialized receptacles, LED lighting, emergency exit fixtures, and integration with government-furnished equipment. Contractors must work during normal business hours, accommodate base access requirements, provide a 3-year warranty, and coordinate closely with NRL's facility manager, with the government favoring proposals that minimize installation time.
