About this file
This Statement of Work (SOW) details transportation services for a Naval Research Laboratory (NRL) employee with specific accessibility requirements. The transportation agency will provide round-trip wheelchair-accessible transportation three days per week for one year starting May 4, 2025, between the employee's residence in Great Falls, VA, and the NRL facility in Washington, DC. Key requirements include accommodating a 412-pound electric wheelchair, picking up the employee by 8:00 a.m. for a 9:00 a.m. work start, returning him by 5:30 p.m., and providing flexibility for potential schedule adjustments with 24-hour notice.
The SOW specifies that the transportation agency must invoice NRL monthly with specific date details, use a per round-trip pricing structure, and provide a driver who is a US citizen with no criminal background. The driver may be subject to an NRL security background check, should arrive 10-15 minutes early, and can optionally text the employee upon arrival. The service will not operate on weekends or federal holidays, and the vehicle must have either a power lift or ramp. A standard waiting time of 15-20 minutes is allowed without additional charges, and if the employee cancels less than 24 hours before pickup, NRL can still be billed for the trip.

It is required that transportation agency be able to accommodate his electric wheel chair. NRL Employee will be required to be at work at 9:00 a.m.; therefore, agency driver should be at his residence no later than 8:00 a.m. for pickup. The transporting agency will be required to pick up employee from NRL no later than 5:30 p.m. to transport him back to his residence. It is requested that the transportation agency arrive at the pickup locations about 10-15 minutes before the pickup time to ensure punctuality. NRL employee will be the only rider for the transportation to/from his residence and worksite.
Transportation Period and Reservation Requirements
Transportation will be for three days a week for one year starting the week of May 4, 2025. The NRL employee will send the transportation agency his required dates the Friday before for the following week. If the driver is delayed and cannot make the pickup time, they will be required to notify the NRL employee. The NRL employee will be required to notify the transportation agency 24 hours before scheduled pickup time if he needs to cancel. Under certain circumstances the NRL employee may be required to be at NRL more than three days a week due to deadlines or meetings for which transportation will be required. Therefore, it is requested that the NRL employee is free to adjust the weekly schedule that was submitted on the Friday prior within 24 hours of the pickup time to either add or swap transportation days.
NRL Employee Information
The NRL employee is 5’ 7”, weighs 155 pounds, and has a quantum electric power wheelchair that weighs 412 pounds (without passenger). The employee has had experience with both ramp and power lift and does not have a preference as both have worked. The transportation agency will only be transporting the NRL employee, a caregiver or medical escort will not be accompanying the employee.
The NRL employee does not have any medical conditions or equipment other than the chair that the drivers would need to be aware of. No additional assistance beyond standard boarding and disembarking are required from the driver.
Pick-up & Drop-Off Information
Transportation agency needs to be able to transport NRL employee to/from his residence in Great Falls, VA, 22066 and the Naval Research Laboratory (NRL), 4555 Overlook Ave SW, Washington, DC 20375. Statement of Work from NRL to transport him back to his residence. It is requested that the transportation agency arrive at the pickup locations about 10-15 minutes before the pickup time to ensure they are there on time.
The NRL Employee will be ready for pickup from his residence at 8:00 a.m. and the driver will drop him off in the parking lot of NRL’s Visitor Center. The driver will pick him up from this location as well for his trip back to his residence at 5:30 p.m. There will not be a reserved/designated parking spot at NRL’s Visitor Center for the driver.
Pricing and Invoicing
It is requested that the pricing structure of the transportation be per round trip not by commute times. It is requested that the transporting agency invoice NRL monthly for the costs. The invoice should have the dates of pickup/drop off listed not just the number of days that month that services were provided. The NRL employee will notify his admin staff weekly of the dates that he requested and used the transportation agency. When the transportation agency submits their monthly invoices for the trips and the admin staff will verify this match what the NRL employee gave. If there are any differences the admin staff will contact the transportation agency to discuss the discrepancies to get the invoice corrected if needed. Trip logs or real-time GPS tracking is not required.
A standard waiting time window of +/- 15 to 20 minutes with respected to the scheduled time should not accumulate additional charges.
If the NRL employee cancels in less than 24 hours from pickup time, NRL can still be billed for that trip.
Additional Requirements and Information
It would be beneficial to the NRL employee if the driver from the transportation agency can text him notifying him that they have arrived at the pickup location. Transportation will not be needed on weekends or Federal Holidays. A power lift or ramp is needed on the transportation agency’s vehicle for the transportation.
If the transportation agency will be using the same driver to transport the NRL employee each time and that driver is not able to provide the service on any of the days requested it is required that the transportation agency provide a substitute driver to ensure that the NRL employee is able to be transported on the dates requested.
The agency driver should be a US citizen with no criminal background record. The driver may be subject to a background check if they need to be checked in the NRL Visitor Center to go through the gate. If the driver needs to access the facility and the background check is needed this will be conducted by NRL Security, driver will need to fill out the SECNAV 5512 Form.
