About this file
This document is a combined synopsis/solicitation for a Request for Quote (RFQ) for a High-Performance Computer (HPC) system to support research priorities at the Naval Research Laboratory (NRL) Code 8200. The solicitation requires delivery, installation, and immediate operability of a commercially available HPC system for scientific computing, specifically Computational Fluid Dynamics (CFD).
The key details are: the solicitation number is N00173-24-RFQ-TG01, with a response due date of August 22, 2024 at 3PM EDT. The contract type is Firm Fixed-Price. The HPC system must be new, from an authorized dealer/distributor, and include warranty coverage. The evaluation criteria are technical capability, past performance, and price reasonableness, with technical capability being the most important factor. The government may engage in limited exchanges with the best-suited contractor to address any remaining issues prior to award.

Updated Q&A as of 08/26/2024
- Is PXE network boot to the cluster admin acceptable for compute nodes?
After researching this, it should be acceptable as long as the compute nodes are only booting from the admin/head nodes (internal system network). There should be no reference to an external network/the internet during this booting process for security reasons.
- Will there be (3) 60Amp/3phase outputs available to the rack location?
The UPS has 6 15KVa modules for a total on 90kVa. The UPS feeds a bypass cabinet that has 4 30A breakers and 2 60A breakers. Out of the bypass there are 6 power lines, 4 of which go to two other machines. The two remaining power lines have L21-30 plugs.
- How far will the UPS be from the rack? Asking since we need to know if the rack supplier will need to supply PDU cables long enough to reach the UPS blocks?
There will be two other racks between the UPS modules and this new rack. Overall, the distance is 4-5 feet.
- Are there cooling line connections available to the rack location?
Yes, cooling lines will be ready to connect to the system. NRL will coordinate with the HPC supplier after award to finalize dimensions, and NRL will then hire a subcontractor to modify the current facility chilled water lines to house the new system.
- Please provide any additional information available on the cooling line connections available to the rack. For example, does the supplier of the rack provide water pipes/hose from the rack to the Coolant pump or this is a customer responsibility?
The HPC supplier will need to supply NRL with the dimensions and sizing for the rack coolant line connections. NRL will hire a subcontractor to modify the chilled water lines ahead of HPC arrival/installation. Pipe connections from facility to HPC rack should be specified by the supplier of the rack.
- Is there information available on the UPS receptacles (assuming 460R9W) and water pipe connection sizes for chiller door?
See above response for chiller door water pipe connections. Per the response above, the two remaining power lines have L21-30 plugs.
- If the offeror plans to include the free open-source versions of the software requested for CentOS, Slurm job scheduler, Intel, GCC, OpenMPI, and MPICH. The only exception will be the use of HPE HPCM software that is similar to Bright Cluster manager software. For Intel, please confirm if the developer tools provided with the package below is acceptable? See link below.
All of this is acceptable.
