13. What are the “testing requirements” for the new or upgraded system(s)?
Response: Testing requirements listed in specification line item VI.AA. The manufacturer must provide system installation, commissioning, system verification and operator training in order to verify a fully operational system in accordance with the written specifications. . This must be conducted by a factory trained Field Service
Technician and/or a Field Service Engineer. Operational training raining must be provided independently for the indoor fixed system as well as for the mobile offsite system. The training must include testing and verification of system features specification
VI.I in order to prove four operators can track four sets of targets independently in four separate quadrants simultaneously. .
14. Is the government able to extend the solicitation’s due date?
Response: Please see response date in Amendment 0001
Section VI.I. The Prototyping High Bay will be used by many NRL researchers and shall be divided into as many as four different quadrants. The system must include 2 separate computer systems that shall allow a minimum of four users to share equipment and track their own set of targets at the same time.
Questions
15. Is the intent here to have a minimum of four individual users each able to use their own single different quadrant of the Prototyping High Bay simultaneously to track their own set of targets at the same time?
Response: Yes.
16. Are four or more users supposed to be able to share a single computer operating one, two, three, or all quadrants to track their own set of targets at the same time?
Response: No, Two sets of users shall be able to share a two computers; maximum one user per quadrant.
17. Should both computer systems be suitable for and able to run a single quadrant, multiple quadrants, or all quadrants at the same time?
Response: Each computers should be able to run multiple quadrants at the same time.
18. Do we need to provide tripods for the 8 cameras with a wider Field of View and shorter range, and if so, should we provide them with small (extend up to 5.6’ high without 3-way heads), medium (extend up to 7.45’ high without 3-way heads), or large (extend up to 8.75’ high without 3-way heads) tripods?
Response: No, additional tripods are not required outside of the written specification VI.Z
The Prototyping High Bay is 75' x 150' x 30' high and appx. 3,700 sq. ft. Cameras will be mounted to the walls and ceiling, which can frequently be affected by expansion and contraction, which is caused by both interior and exterior temperature fluctuations. Wall and ceiling vibration, based upon exterior weather conditions, often occurs as well.
19. In order to calculate the correct number of cameras to be quoted, is it possible to have a layout from you of the lab with confirmation of what will give the volume/area of actual work?
Response : The volume in which tracking is required is the entirety of the Prototyping High Bay at the dimensions of 75 x 150” x 30’ high, with an approximation of 3,700 sq. ft.
20. It would be perfect to also receive the correct layout of the beams where the cameras can be installed.
Response : A PowerPoint presentation will be provided indicating the requested location of mounting points. (See LASR Facility PHB Drawings Camera Mounting attachment in Amendment 0001).
21. This is for both the indoor and outdoor laboratory.
Response : The outdoor Mobile setup has no such structure and therefor no layout of beams can be provided.
22. Should system 0002 be separate and independent from system 0001, or can the cameras in system 0001 also be used for system 0002?
Response : System 0002 must be separate and independent from system 0001. See revised specifications for clarification
23. When is the laboratory to be installed?
Is it possible to know the installation date when it will be scheduled?
Response : The NRL would like for the system to be installed in the 2024 calendar year. In accordance with solicitation instructions, Offerors are to proposal a delivery schedule for all contract line items, installation and training schedule.
