QUESTIONS AND ANSWERS 1

N00173-23-R-GD02

1. The Section B of the subject RFP has an ODC (Item 0002) amount of $130,000 for the base year, but not for the option years. Is that the intent of the Government?

Answer: That amount should be evenly distributed among the 5 years ($26k a year). Please propose accordingly. We will issue an amendment to fix that issue when we can. Our contract writing system is currently down.

2. Section L – Volume IV – Cost Proposal requires that the offeror is only to propose the labor categories and hour estimates provided in paragraph L-12 – Level of Effort. Would the Government remove this restriction to allow for the addition of labor categories for the program and financial management that is required for this effort?

Answer: This will not be permissible. Please propose in accordance with the RFP LOE.

3. Section M-5 Factor 3: Small Business Participation – Based on past performance history under N00173-19-C-6005, Jacobs is requesting that the Government waive the below Small Business Participation minimum objectives for this RFP.

Answer: SBP objectives will not be waived. In accordance with the RFP, “To be Acceptable, the Offeror must demonstrate a plan to meet the MQR objectives for the participation of small business firms (including those in socioeconomic categories as defined in FAR Part 19) in terms of the percentage and dollars of the total acquisition value, or the Offeror must provide a sufficient justification for its failure to do so.”
