RFI Questions and Answers – Twin Otter Maintenance

N00173-23-RFI-CM02

Q1: Is the contractor to provide the GSE for the Twin Otter?

A1: There is no requirement for the contractor to provide GSE.

Q2: Is the contractor buying the spares package or maintaining it?

A2: The contractor is not buying the spares package. The contractor shall maintain it.

Q3: All work to be done at PAX in hanger 109 for estimated 200 hours a year A3: We need maintenance support for one (1) UV-18A Twin Otter aircraft executing approximately 400 flight hours per year (hours were updated in PWS Amendment 0001 of the RFI). The majority of maintenance will be conducted at Hangar 109; however, detachments ranging from one week to multiple months can be expected. Detachment locations are both CONUS and OCONUS with planning and notification in sufficient time to allow preparation. A standard work week to support the flight schedule is Monday-Friday, 0800-1600; however, some night operations and weekends can be expected.

Q4: SSN indicates in Place of Performance “The contractor shall be located in close proximity of the NAS PAX facility.” Please clarify the purpose if majority of work is performed at government provided facility? and more importantly define “proximity”?

A4: See A3.

Q5: “The contractor shall be responsible for providing one (1) full-time employee (any additional personnel must be approved by the Government as necessary), equipment, peculiar tools, materials, and support equipment to perform aircraft maintenance and support an estimated 400 flight hours per year (~8 hours/day). Please clarify given that several maintenance actions will require more than one person, how is this covered? Please clarify the (1) full time person is expected to be on site 8 hrs a day (I assume excluding weekend and holidays)?

A5: When additional support is required, it shall be approved by the Government ahead of time and potentially tracked to an over and above CLIN.

Q6: 3.2. Supply Support: The contractor shall obtain, establish, manage, maintain, procure, ship, receive, handle, and warehouse spare parts to maintain Twin Otter aircraft, tools and support equipment. Please clarify if contractor procured, how are we reimbursed?

A6: Any procurement of supplies must be approved by the Government. The Government is considering a T&M CLIN for any over and above labor and any ancillary materials that may be necessary.

Q7: 3.4. Maintenance Publications, Technical Data, Flight Manuals, and FAA Regulations: The contractor shall follow all maintenance publications, technical data and flight manuals, as well as Federal Aviation Administration (FAA) regulations to safely operate the Twin Otter research aircraft and ground support equipment. Are the publication government provided or contractor procured and if so how reimbursed?

A7: Tech data (GPS subscription) is provided by the Government.

Q8: Please clarify what CLIN structure and contract type (i.e. FFP, IDIQ) or per service etc.?

A8: The Government has not yet made a determination, and has requested industry input if these services are commercial in nature.

Q9: Will a solicitation be issued? Estimated issuance date and/or period of performance?

A9: The Government is still determining its strategy, but a solicitation may be issued in the Spring of 2023 for a base year and four (4) option years maintenance contract.
