TASK 7: (OPTIONAL LINE ITEM): Install aircraft electrical preheat system capable of heating engines, avionics, battery, and project equipment (if able).

TASK 8: (OPTIONAL LINE ITEM): Perform any required unscheduled maintenance required to return the aircraft to fully operational service.

The contractor shall comply with applicable Federal Aviation Regulation and all aircraft manufacture's requirements. The Contractor will provide all special tools, facilities, equipment, and certified technical staffing to perform tasks. Maintenance Contractors must be an FAA approved repair station or equivalent AMO if Canadian for the Twin Otter. The Government reserves the right to exercise or cancel any part of this agreement. Once the aircraft arrives at the Contractors facility, no maintenance/repair work shall begin until NRL has given the approval for such work to begin. Only the work that is being requested shall be done. Any additional work or discrepancies must have prior approval from NRL. The Contractor shall provide a list of discrepancies/tear down inspection to NRL VXS-1 (See para. 5). The report shall include the extent of the inspection, condition found on all major components, outstanding service bulletins and airworthiness directives that must be complied with, and any recommendations for maintenance that would prevent future failures if applicable.

The Contractor may need to subcontract out inspection, maintenance, overhaul, and repair work. The Government reserves the right to approve or disapprove any subcontractor.

The Contractor will be responsible for all FAA and other required documentation to include but not limited to approval for return to service.

3.0 Place of Performance

Contractor’s Facility. Naval Research Laboratory will assume all costs/personnel of transiting the aircraft to and from the contractor’s facility. A Government flight crew will fly the aircraft to the Contractor’s facility in April 2022.

4.0 Period of Performance

It is estimated that work will be completed within 60 days of the arrival of the aircraft at the Contractor’ facility.

5.0 Over and Above Overhaul, Repairs and Replacements

Any necessary over and above overhaul, repairs, and replacements must be coordinated and approved by NRL prior to proceeding with the work. The Contractor is responsible for documenting and reporting, at intervals acceptable to the NRL VXS-1 Contact Point, all discrepancies found during the inspection. Discrepancies that are not a part of the inspection will be known as "over and above." Corrective actions as a result of the inspection are considered "over and above" items. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, is considered an "over and above" item.

The "Over and above" discrepancy report must include as a minimum:

· Description of each discrepancy found, to include extent of the inspection, condition found on all major components, outstanding service bulletins and airworthiness directives that must be complied with, and any recommendations for maintenance that would prevent future failures if applicable;

· Number of person-hours per discipline required to complete each discrepancy;

· Hourly rate for personnel performing the work;

· Parts cost per schedule of prices;

· Total dollar amount for the complete list of discrepancies.

Funding for any “over and above” items will be provided via contract modification as a separate line item.
