PERSONNEL QUALIFICATIONS

FOR

Spacecraft Engineering, Software, Research and Development Services

Version 1.0

The following paragraphs set forth the Government's minimum desired requirements deemed necessary to perform the tasks set forth in the Statement of Work (SOW). The Contractor should be capable of providing the personnel according to level-of-effort requirements in the following labor categories and with the experience indicated. Those personnel designated, as "key" should be available for work efforts on the first day after contract award. Furthermore, key personnel should possess the indicated clearance at the time of contract award and are subject to the provisions listed in Section H –- Key Personnel clause of the solicitation. All proposed personnel shall be available with favorably adjudicated investigations and final DoD granted personnel security clearances required for the performance of the contract.

Labor Categories and Position Descriptions:

Program Manager
· Shall analyze and evaluate the effectiveness of program operations in meeting established goals and objectives

· Shall develop life cycle cost analyses of projects or performing cost benefit or economic evaluations of current of projected programs

· Shall advise on the distribution of work among positions and the appropriate staffing levels and skills mix

· Shall develop data required for use in the management and direction of program

· Shall develop management and/or program evaluation plans, procedures, and methodology

· Shall perform management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff

· Shall identify resources required to support varied levels of program operations

Software Engineer

· Shall develop, maintain, and enhance complex and diverse software systems based upon documented requirements.

· Shall provide specific input to the software components of a system design to include hardware/software trade-offs, software reuse, use of COTS/GOTS in place of new development, and requirements analysis and synthesis from system level to individual software components.

· Shall design, implement, and integrate software applications or performs software engineering tasks.

· Shall utilize software engineering and design methodologies appropriate to the development, integration, and production environment.

· Shall ensure efficient delivery of software engineering capabilities using industry standards and repeatable processes.

· Shall mitigates risks, control costs and schedule variance, and effectively manages large scale, integrated software projects.

· Shall review and tests software components for adherence to the design requirements and documents test results.

Embedded Software Engineer

· In addition to the following specialized skills, an embedded software engineer shall encompass the descriptions defining a software engineer.

· Shall perform comprehensive testing on computer hardware and software components to evaluate operational and performance compliance of the overall systems.

· Shall develop under the real-time constrains of deadlines, task schedules, rates, task priorities, watchdog timers, interrupts, latency and jitter of soft and hard real-time operating systems.

· Shall manage and mitigates interprocess communications leveraging message queues, mutex, semaphores, blocking and non-blocking operations in multi-threaded software implementations.

· Shall design and develop distributed software systems leveraging multiple software, hardware, and communication technologies.

· Shall utilize standard communications ports and interfaces to facilitate communication between processes, processors, computers, and peripheral systems.

· Shall develop hardware and application specific boot code for establishing baseline services and loading OS and application code into execution memory.

· Shall assess and make recommendations on processor, memory and single board computer configurations which meet the compatibility, performance, memory and interface requirements of the system.

Flight Software Engineer

· In addition to the following specialized skills, a flight software engineer shall encompass the descriptions defining an embedded software engineer as applied to spacecraft systems.

· Shall provide engineering support of the flight and ground system design and development team to assure system integrity, standards are applied where practical, new and emerging technologies are exploited to the required extent, and the system is developed with the goal of reuse of applicable software components in both ground and space systems to reduce development time and cost.

· Shall design and development of all software related to spacecraft bus functions, instrument control, and onboard data processing.

· Shall develop software for both run-time external commanding, controlling, and configuring; as well as run-time delivery of status, event logs, state of health and telemetry.

· Shall develop safety-critical applications capable of detecting software and hardware fault and responding to faults in a prescribed manner through isolation or recovery.

· Shall develop software control of flight systems leveraging real-time sensing and actuating interfaces

· Shall develop hardware and application specific boot code for establishing baseline flight services and loading OS and application code into execution memory.

· Shall evaluate and apply advanced mathematical methods and algorithms in software solutions which meet the control and performance requirements of flight systems.

Robotics Software Engineer

· In addition to the following specialized skills, a robotics software engineer shall encompass the descriptions defining an embedded software engineer as applied to robotic systems.

· Shall develop software control of robotic systems leveraging real-time sensing and actuating interfaces

· Shall develop hardware and application specific boot code for establishing baseline robotic services and loading OS and application code into execution memory.

· Shall evaluate and apply advanced mathematical methods and algorithms in software solutions which meet the control and performance requirements of robotic systems.

Test Support Engineer

· In addition to the following specialized skills, a hardware test engineer shall encompass the descriptions defining a software engineer.

· Shall provide electrical engineering expertise to analyze complex electrical systems, electrical-design, architecture, procurement, testing, and other electrical issues

· Shall integrate electrical components into complex hardware and software designs

· Shall organize and direct electrical installation, maintenance, support, documentation, and testing activities

· Shall prepare reports and recommendations concerning existing and emerging electrical technologies based on users’ requirements

Systems Engineer

· Shall analyze user’s requirements, concept of operations documents, and high level system architectures to develop system requirements and specifications

· Shall analyze system requirements and leads design and development activities

· Shall guide users in formulating requirements, advises alternate approaches, and conducts feasibility studies

· Shall provide technical leadership for the integration of requirements, design, and technology

· Shall incorporate new plans, designs and systems into ongoing operations

· Shall develop system architecture and system design documentation

· Shall guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans

· Shall interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts

· Shall provide the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility

· Shall design hardware and software interfaces including human-machine interfaces that connect and inter-operate correctly and are able to accept new features.

System Administrator

· Shall perform systems administration of desktop and server systems connected to local and wide area networks. Desktop system management responsibilities involving account monitoring, security, Operating System (OS) installation, and other local area system administration related functions

· Shall provide support for implementation, troubleshooting and maintenance of IT systems

· Shall manage IT system infrastructure and any processes related to these systems

· Shall provide support to IT systems including day-to-day operations, monitoring and problem resolution for all of the client/server/storage/network devices, mobile devices, etc.

· Shall provide Tier I (Help Desk) and II (advanced troubleshooting) problem identification, diagnosis and resolution of problem

· Shall provide support for the escalation and communication of status to agency management and internal customers

· Shall provide support for the tracking system and hardware problems and remains involved in the resolution process

· Shall configure and manage UNIX and Windows operating systems

· Shall installs/loads operating system and application of software

· Shall isolate and resolve of hardware and software problems involving the applications, the operating system, the hardware, the communications infrastructure, or any combination thereof

· Shall troubleshoot, maintain integrity and configure network components along with implementing operating systems enhancements to improve reliability and performance

· Shall integrate new technologies into new and existing systems including the transition and migration of corporate systems

· Shall manage all virtual machine required by the division using software similar to VMPlayer V6

· Shall manage the licenses and renewals for the 3rd party software required by the division (i.e. JIRA, VxWorks, Crucible/Fisheye, Klocwork, Red Hat, etc)

Configuration Manager

· Shall responsible for configuration management (CM) of developmental and operational systems.

· Shall work on developmental and operational teams to create and maintain configuration baselines (development, test, production, etc.) supporting developmental and operational systems.

· Shall use or recommend automated CM tools to implement CM policies and procedures.

· Shall develop or modify CM plans, policies, and procedures tailored to the complexity and scope of the developmental or operational system.

· Shall implement CM discipline for the entire life cycle of systems from initial requirements/capabilities baselines to system end-of-life.

· Shall perform change control and configuration audits.

· Shall manage, maintain and develop the environment for hardware and software product build, staging, testing and integration

· Shall work independently and define and implements hardware and software configuration management processes and procedures, such as creating product build scripts and procedures, and integrating those scripts with the hardware and software build process

· Shall ensure hardware and software version control processes, policies and procedures are followed on hardware and software development projects.

Program support
· Shall maintain program schedules

· Shall support budget inputs, tracking and reports

· Shall coordinate all aspects of meeting, demonstration, formal review planning

Technical Writer
· Shall explain scientific and technical ideas in simple language.

· Shall meet with engineers to establish technical specifications.

· Shall study technical drawings, specifications, and mockups.

· Shall create technical documentation for a variety of audiences

· Shall gather and research information for use in technical documentation

· Shall prepare charts, graphs, or forms to go along with technical documentation

· Shall proofread technical documentation

· Shall follow the document development life cycle

VMOC software engineer
· In addition to the following specialized skills, a VMOC software engineer shall encompass the descriptions defining a software engineer.

· Shall implement and test resource scheduling algorithms

· Shall implement system and subsystem modeling programs

· Shall develop web-based user interfaces

· Shall implement data exposure through web services

· Shall develop, customization, test, document, and deploy reusable, extensible mission operations software products

Software Quality Assurance Engineer
· Shall monitor every phase of the software development process so as to ensure design quality, making sure that the software adheres to defined standards

· Shall represent and report Mission Assurance, to provide oversight and verification of adherence to the defined processes

· Shall define and develop SQA processes and conduct audits of code, builds, and documentation to ensure adherence to the standards as defined by the SQA and MA processes

· Shall work with developers to ensure the implemented processes are tailored to meet the needs of the project

· Shall work with the leads to support management of the software requirement specifications

· Shall track and coordinate changes to the requirements via a tracking tool

· Shall develop a framework using tracking tools to support development, planning, and execution of tests

Robotics Software Development Lead

In addition to the general position description, this key personnel shall have:

· Experience with robotic system integration, test and operations.

· Experience in end-to-end robotic software design and development including human-machine interfaces, robotic simulations and robotic control.

· Relevant experience with most aspects of section 2.4 of the S.O.W for this effort with particular attention to sections 2.4.2 and 2.4.4. In addition to section 2.4, experience relating to section 2.6.3 is critical.

Embedded Software Development Lead

In addition to the general position description, this key personnel shall have:

· Experience with embedded software integration, test and operations.

· Experience serving as lead embedded software design or architect and oversees all technical aspects of development.

· Relevant experience with most aspects of section 2.4 of the S.O.W for this effort with particular attention to sections 2.4.2 and 2.4.4.

Integration and Test Lead

Integration and Test Software Lead

· Extensive experience with spacecraft operations and test

· Extensive experience in directing teams of software engineers in the design and development of integration and test systems and procedures

Ground Systems Lead

· Extensive experience with ground system software and Neptune™

· Extensive experience in developing real time embedded and system software associated with operational satellite ground systems used for command, control, tasking and monitoring of multiple spacecraft and constellations simultaneously

· Extensive experience integrating software applications with Neptune™

· Relevant experience with all aspects of section 2.2 of the S.O.W. for this effort

Chief Systems Engineer
Test Support Engineer Level 4
In addition to the general position description this key personnel shall have:

· Extensive experience in the development, maintenance, and operations of real time space, ground, test, avionics, telecommunication (terrestrial and space), and encryption/decryption hardware and software systems

· Experience with system architecture and design of real-time data acquisition systems for complex spacecraft operations and support, simultaneous multiple spacecraft processing, flight system bus development, and other spacecraft related processing requirements such as integration and test and communication support systems

· Experience with the design, development and maintenance of complex network infrastructures including emphasis on data security, information assurance, and cryptographic devices

· Relevant experience with aspects of section 2 of the S.O.W. for this effort as it relates to the design and maintenance of that section with particular attention to sections 2.2, 2.3 and 2.6.

· Clearance Required: SECRET

VMOC Development Lead
VMOC Software Engineer Level 4
In addition to the general position description this key personnel shall have:

· Extensive experience in the development of web based user interfaces

· Experience and expertise with scheduling and resource optimization algorithms

· Knowledge of satellite systems and operations

· Relevant experience with all aspects of section 2.5 of the S.O.W. for this effort

· Clearance Required: TS/SCI
