About this file
This justification and approval document requests sole source authority to award a firm-fixed-price contract to Ametrine Inc. for the development and delivery of three prototype 2-person hide sites with advanced thermal/infrared defeat capabilities. The Naval Research Laboratory requires this prototype effort to be conducted in three phases over a 12-month period involving design analysis, prototype development, and field testing by end-users. In accordance with FAR 13.5, the justification is made that Ametrine holds the patents to fabrics and products previously tested over two years of laboratory developmental work, and that further competition would result in unnecessary duplication of costs and delays. In line with this justification, the related federal contract opportunity shows that contract N00173-20-C-2010 was awarded solely to Ametrine Inc. on December 23, 2019 for $314,182.32 to fulfill this requirement.
