Technical Specifications for PR 68-5022-18 – RF Measurement System

1. BACKGROUND

The US Naval Research Laboratory requires a commercially available RF measurement system for the characterization and analysis of small-signal behavior, linearity, and power handling in electronic devices and circuits. The system must be capable of characterizing the small-signal scattering parameters (S-parameters) of electronic devices and circuits over a broad frequency range. The system must be capable of providing multi-tone linearity measurements and power handling (power sourcing and measurement) characterization. The system must be compatible with standard probe schemes (wafer-level probing, standard cable or waveguide fixtures) and capable of performing these measurements without additional equipment beyond external biasing for the device under test. The system shall consist of a network analyzer; at least one additional RF source for multi-tone measurements with associated source and receive attenuators, combiners, and switches; a power sensor capable of measurement across the entire frequency band of the network analyzer; appropriate bias networks to allow for external biasing of the device under test; and any software and calibration hardware necessary for optimal operation of the system.

2. RF MEASUREMENT SYSTEM

A fully operational RF measurement system shall be furnished with the requirements as described below

2.1. NETWORK ANALYZER

• Provide a measurement frequency band of 10 MHz – 50 GHz, dynamic range of at least 124 dB, output power at least 13 dB

• Provide at least 2 RF sources with accompanying ports, source and receiver attenuators, combiner, filter network, and switches allowing for clean multi-mode stimulus with test source harmonics of -60 dBc or better

• Capable of small-signal scattering parameter (S-parameter) measurements, time domain analysis, gain-compression measurements, intermodulation distortion measurements, and spectrum analysis across the required measurement frequency band

• Provide any software, hardware, and licenses necessary for the above described operations, analyses, and capabilities

2.2. CABLE SET

• Provide a set of low insertion loss cables compatible with the measurement frequency band

2.3. BIAS NETWORK

• Provide a bias network to allow for external biasing of the device under test

2.4. POWER SENSOR

• Provide a power sensor with a wide dynamic range capable of measurement across the measurement frequency band

• Provide any software, hardware, and licenses necessary for operation of the power sensor

2.5. CALIBRATION KIT

• Provide any calibration hardware and/or software necessary to enable high precision operation of the system

3. INSTALLATION, TESTING, AND ACCEPTANCE

• NRL shall provide the necessary facilities and utilities for proper installation and operation of the

RF Measurement System. Acceptance shall occur after installation and testing is complete

4. WARRANTY

• A standard commercial warranty offered to the general public shall be offered. The period of the warranty shall begin upon acceptance of deliverables and last a minimum of 3 years
