Solicitation Number: N00173-17-R-WR01 Questions and Answers 01 Date 2/20/17

The purpose of this notice is to answer questions.

Question 1: Will NRL accept a proposal that breaks out portions of some CLIN’s to be Cost Plus Fixed Fee CLIN’s instead of Firm-Fixed Price based on risks associated with this requirement?

Answer 1: It is the contractor’s responsibility to develop their proposal. All proposals will be considered. Note Section L-3 (e) of the RFP: Alternate proposals that depart from the requirements listed in Section C will not be considered and shall not be submitted..

Question 2: It’s requested proposal delivery date be extended to 4/25/2017.

Answer 2: NRL does not plan to extend the RFP from the current date of 3/14/2017.

Question 3: To be rated acceptable in the Small Business Participation Evaluation Factor in Volume III, the Proposal needs to meet the small business participation goal (SBPG). Is that SBPG the top level goal of 34.5% small business contracts based on total subcontracting dollars or must the contractor also meet each of the stated individual goals (Veteran/Women owned, SDB, HUBZone etc) that make up the 34.5%?

Answer 3: The Small Business Participation Goal (SBPG) is located in the table that begins at the bottom of page 49 of the RFP in Section L-4-3, Paragraph (b). The SBPG is 3% for this RFP.

Question 4: The referenced RFP does not indicate 52.232-32 Performance-Based Payments (PBPs) (preferred) or 52.232-16 Progress Payments. Please respond by updating the RFP with payments throughout performance or notification that PBPs or Progress Payments will not be provided.

Answer 4: Performance-based or progress payments will not be provided for this requirement.

Question 5: Is a proposal that uses flight heritage (outputting something other pose computations) to minimize program cost and schedule risk (with an option to deliver pose algorithms) acceptable and preferred over a significantly more expensive instrument that houses Pose algorithms on board?

Answer 5: The LIDAR pose sensor does not have to be one single self-contained unit. It is up to the contractor to submit a proposal that meets the requirements in Section C.

Question 6: Are there existing payload resources available that can house the flight algorithms that can be provided as Government Furnished Equipment (GFE)? If so, is the Government able to release or provide details about the capabilities of the GFE?

Answer 6: It is up to the contractor to submit a proposal that meets the requirements stated in the RFP. All proposals will be considered. Note Section L-3 (e) of the RFP: Alternate proposals that depart from the requirements listed in Section C will not be considered and shall not be submitted.
