JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Research Laboratory, 4555 Overlook Avenue, SW, Washington, DC 20375-5000.
2. Description of the Action Being Approved.
This J&A requests authority to award a sole source contract to Leidos, Inc.
3. Descriptions of Supplies/Services.
Research and Development Support Services are being procured to create new theoretical models and simulation tools critical to the rapid and cost-effective development of new Vacuum Electronics (VE) and other devices to meet the needs of the Navy and the DoD. The scope of this work includes theoretical and experimental
VE research required to create new simulation tools; maintain and/or expand the functionality of existing/developmental NRL design codes; and create or analyze novel passive and active device designs. The period of performance will be from date of award through one year with four additional option years.
The estimated dollar value of the procurement and type of funding by fiscal year is provided below.

4. Statutory Authority Permitting other Than Full and Open Competition
The statutory authority permitting other than full and open competition is:
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and
No Other Supplies or Services Will Satisfy Agency Requirements.
5. Rationale Justifying Use of Cited Authority.
Leidos, Inc. (formerly Science Applications International Corporation) has worked with NRL on the co-development of new models and simulation tools enabling the design of advanced vacuum electronic (VE) devices to meet the needs of the Navy/DoD. Through this collaborative effort, Leidos has a detailed knowledge of NRL’s suite of physics-based design codes including: CHRISTINE, for helix traveling wave tubes (TWTs); CHRISTINE-CC , for coupled-cavity traveling wave tubes; and TESLA, for klystron amplifiers. Further, Leidos has extensive experience working with NRL, other government, and industrial partners to validate and verify the codes’ accuracy. The codes represent the state-of-the-art in physics-based design tools for vacuum electronics and are the result of years of theoretical and algorithm development, optimization, verification, and validation with experiment. They have been highly optimized for accuracy and computation efficiency.
This knowledge and experience that Leidos has acquired through over 15 years of collaboration with NRL in VE code development makes them uniquely qualified to support
NRL’s mission to provide maintenance and support for existing codes such as CHRISTINE, CHRISTINE-CC, and TESLA, and to extend these codes and integrate them with new software tools to provide advanced design capabilities to the DoD and U.S. industry. The
Leidos team’s in-depth understanding of NRL’s codes and design methodologies is a critical factor to enable their rapid improvement and continued development.
NRL’s suite of VE codes are highly complex, representing years of development and tens of thousands of lines of code. An organization that is unfamiliar with the codes would require months if not years of concentrated effort to develop the competencies and knowledge needed to provide NRL with the required support. During this time, development progress and normal maintenance would slow to an unacceptable pace and would have an adverse impact on NRL’s mission to provide the Navy/DoD and their industrial partners with the critical design tools to maintain and improve our current devices and to develop new devices to meet evolving threats.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Notice of Intent to Award a Sole Source Contract was posted on the FedBizOps website on
12 January 2017 giving interested vendors an opportunity to submit a capabilities statement. No responses were received. Also, a request of Information was posted to the FedBizOps website on 25 July 2016. The only company that submitted a Capabilities Statement was the incumbent.
No other companies capable of completing this requirement were identified by the technical code.
7. Determination of Fair and Reasonable Cost
The Contracting Officer will determine that the anticipated cost to the Government of the supplies/services covered by this J&A are fair and reasonable through the use of cost analysis in accordance with FAR 15.404-1.
8. Actions to Remove Barriers to Future Competition.
The Government will continue to conduct market research to identify companies that have developed the capabilities needed to fulfill future requirements. A Broad Agency
Announcement (BAA # 68-15-01) is active and contains a section on the development of physics based design and analysis tools including theory, algorithms and codes, as well as their applications for practical designs. New potential companies will be identified if they develop the needed capabilities through responses to this BAA.
