RFP N00173-16-R-SE01 Questions & Answers - 0001
1) Please advise whether the Government is aware multiple concrete pads are in need of repair to be able to support the continued weight of the bulk tanks and whether the Government intends to repair these tanks into compliance.
ANSWER: NRL is not aware of any problems with the pads.
2) The subject tanks are contractor-supplied tanks, sites Building 30, Building A50, Building
208 and A59. Who would be responsible for these pad repairs?
ANSWER: The Government will be responsible for the pad repairs as required.
3) Please advise whether the Government is aware some delivery sites are not accessible by tractor trailer?
ANSWER: Currently all deliveries are made with a tractor trailer except tank 215-1. Tank 215-1 is filled using a smaller truck.
4) Please advise whether the Government is aware several locations have open grates to lower levels below the bulk pads. Should you have a tank failure, you have a high chance of LQ Nitrogen flooding into these areas that would cause very unsafe conditions.
ANSWER: According to our Safety Branch we are in compliance.
5) Will the Government consider extending the delivery window? Currently, delivery windows require multiple, simultaneous truck deliveries and this is not feasible to support.
ANSWER: No. The delivery window was set up to accommodate the safe delivery of nitrogen throughout the Laboratory. Delivery after 6:00AM incurs increased risk of accidents due to laboratory traffic and employee parking.
6) Please advise whether the Government is aware multiple locations do NOT have an access port for emergency supply feed. By not having this input valve and line tap, transitioning contractors have no chance of feeding those buildings with product in the event of a tank swap out.
ANSWER: Yes were are aware of this. Some tanks have emergency supply feeds others do not.
In the event of a tank swap the Government will be responsible for providing an adequate supply line prior to installation of a tank replacement.
7) Several tanks are supplied by underground fill lines anywhere from 50 feet away to over 200 feet away. Does the Government own those extended fill lines?
ANSWER: Yes, the Government own the fill lines.
8) Please advise whether the Government is aware the tank listed as Building 215-1 is actually just a portable LQ Nitrogen Dewar? This is a 230-liter low pressure tank rather than a bulk tank. The dewars do not have a hard-piped-line for refills. Bulk tank have large 3” connections points. This dewar has only a 5/8” input CGA connection. The dewar would not be eligible for a bulk transport fill but rather a separate fill at the contractor’s site.
ANSWER: Yes we are aware it’s a portable nitrogen dewar. Currently it is being filled here at the Laboratory with a smaller truck.
9) Please advise whether the Government is aware that for Building A59 Door G, some iron railings and structure will have to be removed (steel railings and bollards) to get the 2 Micro Bulk tanks out? Who would be responsible for the costs of removal and re-fabrication for this location?
ANSWER: The Contractor would be responsible for the removal of the iron railing and structure.
The Government would pay for the re-fabrication for this location.
10) Please advise if the Government is aware several of the tank sizes listed for the building are incorrect. Building 101 is listed as a 1,500-gallon tank but it is only a 500-gallon tank.
Building 101 listed a 1,500-gallon tank, but it is only a 525-gallon tank.
ANSWER: Yes, see correction to the tables in Amendment 0002 to the solicitation.
11) Please advise whether the Government is aware lead times for sourcing and installing some of the bulk tank extend beyond the time period set in the solicitation? Lead times for 3,000 and 6,000 gallon tanks are 10-12 weeks from date of contract award. Will the Government consider extending the transition window to allow for these longer lead times for the larger tanks?
ANSWER: If required; any transition time will be negotiated under FAR 52.237-3 Continuity of
Services.
12) Would NRL see any benefit to having a dewar fill station installed for the building A11 Tanks?
ANSWER: No.
13 Please confirm this is an unrestricted opportunity. Page 19 of RFQ has FAR 52.219‐6 checked.
ANSWER: It is hereby confirmed that this is an unrestricted opportunity under full and open competition. FAR 52.219-6 was checked in error.
14) Can you be more specific with average monthly deliveries? Approximately how many gallons of nitrogen are delivered either in total or by tank to your site? Will you accept alternate proposals for nitrogen tanks in lieu of your list?
ANSWER: Approximately 111,000 gallons are delivered monthly which can vary depending the number of experiments in process. NRL will not accept alternative proposals for the tanks identified in the solicitation.
15) Would you be able to point out where on the bid it has the submittal instructions? Also would you be willing to accept an electronic PDF copy of the filled out bid as a submittal?
ANSWER: The instructions for submission of offers is set forth in FAR 52.212-1 – Instructions to Offeror – Commercial Items referenced in block 27a of the SF 1449 cover page, further NRL will accept electronic submissions of offers as follows:
