Statement of Work for Satellite and Networking Services

1. Introduction

The Naval Research Laboratory (NRL) has a requirement for satellite networks to support ongoing NRL research and development efforts as well as overseas contingency operations at locations in the Continental United States and outside of the US. Two of these are partially based in the CENTCOM Area of Responsibility (AOR), and require a single individual to conduct both satellite communications and networking operations.

2. Objectives

a. To provide remote and on-site support for communications links and their associated networks during Hunter and/or Copperhead operations in the

CENTCOM AOR.

b. To troubleshoot and correct problems that may occur with communications links being supported and/or developed by NRL.

c. Provide engineering support in creating/correcting/adjusting network architectures in support of NRL efforts.

d. To provide troubleshooting and liason with DISA and their representatives in accomplishing the NRL communications mission.

3. Scope

a. The contractor is to provide onsite support for satellite-based networks at locations in the CENTCOM AOR on a periodic basis. The contractor should also be meeting with NRL on a bi-monthly basis to discuss operations, contingencies and work required to maintain, adjust and improve support of the NRL/ISR programs. The contractor will intercede and initiate coordination with DISA for all related connectivity and authorizations required to establish and maintain the necessary authorizations and accesses

b. The contractor is to provide engineering and networking support for the NRL/ISR programs as well as for related efforts in optical and RF communications. This support will occur at field locations with occasional work at NRL in Washington, DC.

4. Task Descriptions

b. Support NRL and its sponsors in developing the necessary accreditation for these links the end-to-end satellite and/ or terrestrial communications systems when implemented.

c. Direct the effort for frequency authorization and coordination with the CENTCOM AOR, as required, working directly with all appropriate regulatory bodies (i.e. Federal Aviation Administration, National Telecommunications & Information Administration, DISA, the US Army Spectrum Office, and others).

d. Travel to program sites as required and directed by NRL via writing (email will suffice).

e. Support and guide NRL in the drafting and submission of requests for service to DISA, for provision of DoD satellite, teleport and terrestrial assets.

• This includes the requisite follow-up and troubleshooting support of DISA-related provisioning.

f. Implement NRL network architectures in emerging SATCOM networks in the

CENTCOM AOR. This requires on-site installation, checkout and troubleshooting, as well as assisting NRL in providing remote support from CONUS to personnel in the CENTCOM AOR.

g. Support additional CONUS development and testing of LOS communications systems and networks.

h. The contractor should be prepared to provide personnel to travel overseas, including travel into active war zones.

i. Training and authorizations will be the responsibility of the contractor.

j. The contractor shall procure hardware to complete their tasking when necessary to meet mission and/or schedule requirements. That hardware selection and procurement must be directed and approved by NRL.
