Solicitation Number: N00173-15-R-SE04 Amendment 0002
As an example, if the planned land/sea test effort encompasses six (6) months, then it is assumed that the MEIRCAT Product 3 Unit must be delivered to the Government 42 months after contract award (allowing 6 months for integration of Products 1 and 2 into Product 3). Is this correct?
ANSWER: Delivery of MEIRCAT Product 3 is required 42 months after award. This is to include the integration of MEIRCAT products 1 and 2 with product 3 by the Product 3 contractor within that time frame. The 48 month PoP is intended to provide a means for ongoing exchanges with the Product 3 contractor during the government executed SPECSS-MEIRCAT integration and testing activities.
QUESTION 12: Regarding the estimating of post-development production costs called for by the technical approach paragraph in Section L-13, Can NRL define what type of estimate and supporting documentation is required? In addition, Can NRL provided a projected start date for the production contract?
ANSWER: There are no specific requirements on the contractor’s approach for providing this estimate. It is not possible to predict a start date for any potential production contract. There are no firm plans to enter into production at this time.
QUESTION 13: The following questions apply to the Submittal Instructions:
a. For the electronic email copies of the proposal required by section L-13 and L-14, is use of the AMRDEC Safe Access File Exchange for transmittal acceptable?
ANSWER: Yes, the AMRDEC Safe Access File Exchange is acceptable in lieu of submission to eric.sogard@nrlssc.navy.mil for unclassified submissions only.
b. Does the copy of the Cost Proposal for DCAA need to be delivered to the DCAA office by 3:30 on 8/3/2015?
ANSWER: The cost proposal shall be submitted to DCAA by the current response date or any extension thereof.
c. Per page 62 Paragraph (b), do the past performance reports from other contracting agencies need to be submitted to NRL by 3:30 on 8/3/2015?
ANSWER: Yes. Offerors are encouraged to submit past performance reports as soon as possible. (i.e. before the response date)
d. Page 62, Section L-13 appears to require both classified and unclassified copies of the technical/management proposal. If a classified technical/management proposal is submitted, is an unclassified version (hard and electronic copies) also required for submittal?
ANSWER: Any unclassified version may be submitted in accordance with L-13 Volume 1 – Unclassified Proposals. If any portion is classified the offeror shall submit in accordance with L-13 Volume 1 – Classified Technical Proposals.
