Naval Research Laboratory Cylindrical Near Field Antenna Scanner
The Naval Research Laboratory (NRL) is procuring a cylindrical near-field antenna scanner facility to install in an existing NRL anechoic chamber to measure antenna patterns.
1. The stakeholder requirements for the facility are:
1.1. To measure the performance of each system under test, the facility shall measure the main beam antenna gain, polarization and field of view. To perform this task the facility shall be able to measure antenna beamwidths that are from ±5° to ±180° in azimuth and ±5° to ±45° in elevation. At the same time, the facility shall measure the main beam co-polarization (co-pol) or cross-polarization (cross-pol) performance for antennas that are vertical, slant 45 degrees, horizontal, right hand circularly (RHCP) or left hand circularly polarized (LHCP).
1.2. To determine the systems’ interference to other Radio Frequency (RF) receivers in the at sea environment and the effect of other RF sources on the system. To perform this task, the facility shall be able to measure the azimuth antenna patterns from 0° to 360° around the system and the elevation antenna pattern from -45° to +45°.
At the same time the facility shall measure the main beam co-pol or cross-pol performance for the system antennas that are vertical, slant 45 degrees, horizontal, RHCP or LHCP. To perform this task, the facility shall measure low side lobe levels that are at least 30 dB below an ideal isotropic antenna gain of 0 dB with the sidelobes pointed anywhere within the ±180° azimuth and ±90° elevation coverage of the system.
1.3. To minimize the interference on any receive (RX) antenna on the system from any transmit (Tx) antenna on the system, the facility shall be able to mount small structures and measure the RF energy radiated from a transmit antenna in the direction of the receive antenna on the system. To perform this task the facility shall be able to mount small structures and measure the RF energy received from a receive antenna from the direction of the transmit antenna. This data will be used to assess the antenna’s performance by providing the most RF energy isolation between any two antennas on the system. To perform this task the Facility shall be able to measure antenna side lobe antenna patterns for small system structures. At the same time the facility shall measure the side lobe co-pol or cross-pol performance for the system antennas that are vertical, slant 45 degrees, horizontal, RHCP or LHCP antennas.
1.4. Electronic warfare systems can use active arrays. The active arrays are: Rx only arrays, Tx only arrays, and selectable Tx/Rx arrays. To perform this task, the facility shall measure antenna patterns when the Antenna Under Test (AUT) is transmitting energy or be reconfigured to measure the antenna patterns when the AUT is receiving energy. In this application the amplifiers behind each array element will be used in the linear region and saturated region. The active array has antenna pattern requirements that need to be verified when the amplifiers behind the array elements are outputting power anywhere from linear power to saturated power. To verify this performance absolute power at the array input needs to be recorded along with an antenna pattern at each frequency. To perform this task the facility shall be able to place a pulsed/CW power probe at the antenna under test RF input to measure power. To perform this task the facility software shall be able to allow the customer to change the power at the input to the AUT, measure the absolute power at the input and measure the antenna pattern for that input power. Also, to perform this task the facility software shall be able to allow the customer to change the power transmitting at the scanner probe, measure the absolute power at the scanner probe, measure the absolute power at the output of the AUT and measure the antenna pattern for that output power.
1.5. The AUTs operate between 6 and 40 GHz. To perform this task the facility shall measure frequencies from 6 to 40 GHz.
2. Government Furnished Equipment (GFE) for the Cylindrical Near-Field measurement facility:
2.1. Facility Location: The facility shall be located at the Naval Research Laboratory, 4555 Overlook Avenue
Washington, DC 20375. The facility will be located in BLDG 210 Room 2334 on the second floor. Access to the room for the Equipment will be limited to a door opening that is 72 inches wide by 60 inches tall. This procurement will include the cost for delivering and installing the equipment at this location.
Attachment 1 - Statement of Work
2.2. Facility Anechoic Chamber: NRL will re-purpose the current chaff anechoic chamber for the new cylindrical near-field system antenna measurement facility. The chaff anechoic chamber will be the installation location at NRL (paragraph 2.1) for the new cylindrical near-field system antenna scanner equipment. The chaff anechoic chamber is configured as a far field chamber. The new cylindrical near-field system antenna scanner equipment will be installed at the East end of the chamber. While this procurement will be for only the cylindrical near-field antenna scanner equipment and its installation in the chamber, the installed equipment must have the ability to be upgraded to enable far-field antenna measurements in the same chamber. Attached are some documents and pictures of the chaff anechoic chamber. A visit to look at the chaff chamber is available if requested.

Figure 5a: Looking toward the East end of the chamber, the end where the scanner will be installed.
Figures 5b, 5c, 5d, 5e: Extra pictures of door by scanner location instruction room and location of far field measurement antenna.
2.3. Facility Chamber Size: The inside dimensions of the Chaff Anechoic chamber are 49 feet long, 15 feet high and 16 feet wide with the RF Absorber removed. The absorber on the floor is on top of a 1 ft. subfloor that cannot be removed and the 1 ft. subfloor is not included in the 15 foot height of the chamber. At the west end of the chamber there is an instrumentation room for the operator. The operator terminal will be located in this room.
The instrumentation room floor has a subfloor below it and the subfloor is 4 foot below the Instrumentation room floor. Instrumentation cables can be dropped down below the instrumentation floor and run through the wall to the subfloor under the anechoic chamber floor.
2.4. Attachment points for the Equipment: The Chaff Anechoic Chamber has two steel I-beam that are going down the length of the long dimension of the chamber. The center of one I-beam is 60 inches apart from the center of the other I-Beam, and one I-Beam is 30 inches to the left of the center of the room and one I-beam is 30 inches to the right of the center of the room. Each I beam is 6 inches tall and 6 inches wide. The top of each I beam is 12 inches off the subfloor and also the top of the I-beam is 0.25 inch below the top of the subfloor that is 12.25 inches off the floor. The 0.25 inch height is for the metal walkway planks that fill in between the I-Beams. There is a 6 inch space below the I-Beam that cables can be run through. See pictures and blueprints imbedded in this document.
2.5. Anechoic Chamber RF absorber: Currently, the installation location for the New Cylindrical Near-Field System Antenna Scanner equipment has old RF absorber on the floor, walls, and ceiling that is 36 inches thick. Due to the age and condition of the absorber, NRL plans to replace the RF absorber at some future date with absorber that is no thicker than 18 inches on the walls, floor and ceiling around the near-field scanner. The replacement of the absorber is not part of this procurement, but if necessary, small sections of absorber may need to be replaced to allow the installation and proper use of the equipment. The sizing of the new near-field equipment for this procurement will be optimized for the chamber when the 36 inch absorber is replaced with 18 inch absorber on the walls, floor and ceiling around the near-field scanner. RF absorber required on the near field scanner for proper measurement accuracy will be part of this procurement. Also to allow for the new equipment to be installed, some of the 36 inch absorber may need to be cut back to 18 inches.
2.6. Government Furnished Instrumentation provided: The government will provide one of two network analyzers if needed to reduce the cost of the Cylindrical Near-Field Facility equipment. The primary PNA to be provided is a 10 MHz to 43.5 GHz PNA-X Network Analyzer with the options provided below in figure 6. The backup PNA that the Government will provide is an E8364B PNA with the options listed below in figure 7. The system will
