Issued by
Department of the Navy Secretary of the Navy Office of Naval Research

About this file

This document outlines a request for information from potential sources for 28 microwave tuners to meet specified requirements. The Naval Research Laboratory seeks to identify items, sources, and configurations that can satisfy the attached draft specification. Interested parties are asked to provide contact and business information, technical details on any equipment that may comply, and estimated delivery schedules and pricing to assist with budgeting and timeline planning, should a future solicitation be pursued. Responses will aid the agency's market research but do not guarantee a contract award.

Microwave Tuners Request for Information Draft Salient Specifications N00173-RFI-21-KR01

Draft Salient Specifications

For

MICROWAVE TUNERS – QTY 28 Channels Req.

Category Sub-Category Parameter Value Units Notes General See Notes See notes Rackmountable 4-channel microwave tuner system. Each channel accepts an RF input and provides dual analog IF outputs (tuned to same RF frequency):

1 GHz center with 500 MHz IF Bandwidth, 160 MHz with 80 MHz IF Bandwidth. The term "system" does not necessary mandate a single chassis solution.

Format and Packaging

Turn-Key See Notes See notes The government requires a turn-key chassis-level solution, mostly independent of underlying tuner platform/technology.

Quotes/bids shall address obsolescence and/or support over 20+ years: this renders VME-based solutions as undesirable. Regardless of technology platform, turn-key solution and bid will include all necessary subsystems (e.g., single-board computer, Ethernet switch, rackmountable chassis, internal cables, etc.).

Modularity See Notes See notes The government is requiring at least 4 independent tuning channels (where a "channel" consists of an RF input and dual IF outputs) within the physical space constraints specified below. Additionally, tuner channels shall be modular with a granularity of two tuner channels maximum. That is, tuner channels shall be field-replaceable at one-channel or, at most, two-channels at a time. Single-channel granularity is preferred unless dual-channel allows significant cost reductions. Vendors may provide quotes for both single- and dual-channel granularity solutions if so desired. Note that each tuner-channel in a "dual-channel granularity" system shall be able to be tuned independently.

See Notes See Notes Required number of chassis and configuration shall be in accordance with the included "Chassis Configuration", depending on proposed modularity

Category Sub-Category Parameter Value Units Notes

Size/Power Power Voltage 90-240 VAC Freq 60 Hz

Size Format Rackmountable 19" EIA Rack Height ≤4 RU Total - for at least 4 Independent functional channels Depth ≤24 in.

Interfaces RF input SMA

A standard type of connector 1 GHz IF output SMA

160 MHz IF output

SMA

10 MHz REF SMA/BNC

Control (SW) Ethernet

Single port for 4-channels preferred, but individual ports (or single port for 2-channels) acceptable

Control (HW Strobe/Trig)

See notes Each tuner channel shall have independent strobe/trigger control. The physical connector choice is up to vendor, but the interface shall be compliant with RS-422 (e.g., accepts differential inputs)

Max RF Input Power Level

≥ 20 dBm No damage

Impedance Impedance 50 ohms nominal: RF In, IF Out, REF In Input VSWR ≤ 3.0:1

RF In

Output VSWR ≤ 2.0:1

IF Outs

RF, IF

Performance Tuning Input Frequency

Range 0.1-18 GHz Minimum range of accessible frequencies, not necessarily the range of center-tune frequency values. It is highly desirable that the full range is accessible with both IF outputs

Tuning Resolution

≤ 1 MHz

Tuning Speed ≤ 100 us Settled to within 100 KHz after hardware strobe applied or software command received

Gain 1 GHz IF: RF-IF Gain

≥ 20 dB nominal

1 GHz IF Output Gain Adjustment

≥ 20 dB Steps of ≤ 1 dB

160 MHz IF:

160 MHz IF Output Gain Adjustment

≥ 20 dB Steps of ≤ 1 dB

Category Sub-Category Parameter Value Units Notes Gain Flatness within 4.0 dB peak-peak

Linearity and Spurious

Input P1dB ≥ -17 dBm at Max Gain

Input IP3 ≥ -5 dBm at Max Gain Spurs (single-tone, in-band)

Spurs:

internally-generated

≤ -80 dBm Input Referred (worst case)

Noise Figure ≤ 20 dB at Max Gain LO Reradiation ≤ -70 dBm Image Rejection ≥ 60 dB SSB Integrated Phase noise

≤ 0.75 ° RMS 100 Hz - 10 MHz

IF Rejection ≥ 60 dB

Reference Frequency 10 MHz External/Internal See notes Has internal reference. Can accept

External (via management or autosense) Control Remote Control

(SW)

See notes Fully configurable over vendor-provided software interface. Includes the ability to query parameters and settings

Hardware-Based Tuning

See notes Users shall be able to control the tune frequency through an external hardware (HW) strobe/trigger (in addition to the SW interface). While HW-controlled, the tuners shall be able to step through a predefined "tuner table" upon every receipt of a strobe. Via the SW interface, users shall be able to create a "tune table" of at least 256 entries. Each entry shall include center tuner frequency, RF attenuation and IF attenuation values.

Environmental Operating Temp.

Range

0-50 ° C ambient

Humidity 0-95 % non-condensing Documentation See Notes See Notes Vendor shall provide

Operator/Maintenance Manual and Programming/SW Manual. Vendor shall provide documentation/procedures for replacing tuner channels in the field.

GUI GUI See notes Vendor shall provide a working graphical user interface (e.g., stand-alone application, web-based, etc.)

Vendor Quality Control

See Notes See Notes ISO 9001 Certification
