About this file
This is a Naval Research Laboratory Request for Information (RFI) for commercial satellite capabilities supporting nighttime, electro-optical Earth observation. The RFI seeks unclassified information from commercial satellite operators regarding their technical, operational, and ground segment capabilities.
The RFI requests detailed technical specifications across four primary categories: (1) Sensor & Spacecraft characteristics including spectral response (panchromatic or multispectral), imager technology, pixel dimensions, imaging speed in frames per second, signal-to-noise ratio for nighttime scenes, ground sample distance, onboard processing capability or customer payload support (with available size, weight, and power), vehicle security measures for uplinks/downlinks/onboard systems, and flight heritage of the satellite bus and imaging payload; (2) Orbit & Tasking parameters including nominal orbital characteristics (altitude, inclination, eccentricity, orbit type) and typical tasking timeline from request to data collection; (3) Ground Segment architecture with emphasis on whether primary ground stations are located within the Continental U.S.; and (4) Concept of Operations describing the end-to-end workflow including user tasking request submission methods, data processing and exploitation procedures (both onboard and ground-based), and final data product dissemination format and delivery mechanisms. All responses must be unclassified, with instructions that classified information should not be submitted but may be addressed through a separate secure channel if necessary.

Naval Research Laboratory Request for Information (RFI) - Commercial Satellite Capabilities for Nighttime, Electro-Optical Earth Observation
2. Technical & Operational Characteristics Please provide information on the following salient characteristics of your system.
2.1. Sensor & Spacecraft
Characteristic Requested Information Spectral Response Describe the sensor's spectral response. Is it panchromatic or multispectral? Provide the spectral range(s) (e.g., 450-900 nm).
Imager Technology What is the technology of your imaging focal plane?
Imager Size Number of pixels x Number of pixels Imaging Speed How many frames per second can your imager take of a nighttime earth scene?
Imager SNR What is the nominal Signal-to-Noise Ratio of your imager for a nighttime earth scene?
Ground Sample Distance
(GSD)
What is the nominal GSD of your imager for a nighttime earth scene?
On-Board Processing Do you have an onboard processing capability? If so, please describe it. If not, can you support a customer payload, and what is the available Size, Weight, and Power (SWAP)?
Vehicle Security What security measures does your spacecraft have for uplinks, downlinks, and on-board systems?
Heritage Please describe the flight heritage of your satellite bus and imaging payload.
2.2. Orbit & Tasking
Characteristic Requested Information Orbital Parameters Describe the nominal orbit, including: Altitude, Inclination, Eccentricity, and Orbit Type (e.g., Sun-Synchronous).
Tasking Timeline What is the typical time from a new tasking request to data collection?
2.3. Ground Segment
Characteristic Requested Information Ground Architecture Please describe your ground station architecture. Are your primary ground stations located within the Continental U.S. (CONUS)?
2.4. Concept of Operations (CONOPS)
Please describe your end-to-end operational workflow. Address the following points:
How does a user submit a tasking request to your system?
How is the collected data processed and/or exploited (both on-board and on the ground)?
How is the final data product disseminated to the end-user, and in what format is it delivered?
DO NOT SUBMIT CLASSIFIED INFORMATION in response to this RFI. This is for unclassified responses only. Should a complete response require the transmission of classified material, please indicate this in your unclassified submission. If necessary, a separate, secure channel and address can be provided.
