About this file

This is a Request to Restrict Competition memorandum for a simplified acquisition threshold (SAT) commercial product procurement under FAR Part 12 procedures. The Naval Surface Warfare Center Carderock Division seeks to procure two types of specialized underwater cable from South Bay Cable on a sole source basis, with an estimated value of approximately $282,290.

The requirement consists of 800 feet of 52-conductor underwater cable (Part Number SB-51777) and 3,000 feet of 6-conductor underwater cable (Part Number SB-38387 Rev D), both branded South Bay Cable products. These cables will extend Low Frequency Line Arrays (LFLAs) at the SEAFAC acoustic facility near Ketchikan, Alaska, from 630-foot to 1,030-foot total depth to support installation of 11 additional acoustic sensors. The justification for sole source procurement is based on exclusive licensing agreements and compatibility requirements. Market research confirmed no direct catalog equivalents exist due to South Bay Cable's bespoke business model with custom configurations tailored to specific mechanical, electrical, and depth/pressure specifications. Any material substitution would introduce potential measurement differences and incompatibility with pre-existing sensors. South Bay Cable has no authorized distributors or resellers. The Contracting Officer approved the restriction on competition on August 12, 2026, with the Requirements POC identified as Jeffrey Kirkham (Requiring Code 734).
