About this file

This is a Naval Surface Warfare Center (NSWC) Carderock solicitation (N0016726Q1147) for the purchase of NGD-9 material and associated services. The Navy seeks 1,800 pounds of NGD-9 Side A (isocyanate-terminated urethane prepolymer) in four drums and 882 pounds of NGD-9 Side B (castable polyurethane) in two drums, along with Dynamic Mechanical Thermal Analysis (DMTA) testing and climate-controlled freight. All items are priced on a firm fixed-price basis. The materials must pass specifications defined in NAVSEA Drawing 690 6726599, Rev. A (18 AUG 1999), and the contractor must maintain temperatures between 75-90 degrees Fahrenheit during shipment to prevent degradation. Delivery is required by September 30, 2026, to NSWC Carderock, Building 143, Bethesda, Maryland. The contract specifies F.o.b. Destination terms and requires deliveries Monday through Friday between 0800 and 1430 hours only, with no acceptance on federal holidays.

The government will evaluate proposals based on technical acceptability (pass/fail), past performance, and price, with award made to the lowest-priced technically acceptable vendor. The receiving facility is located in Bethesda, Maryland, and contractors must comply with base security requirements, including possession of either a NCAC or DBIDS card and proof of U.S. citizenship. Overweight vehicle restrictions apply on MacArthur Boulevard, with vehicles exceeding 6 tons GVW requiring advance approval from the Washington Aqueduct. The contract incorporates standard FAR and DFARS clauses, including requirements for representations and certifications, hazardous material identification and safety data sheets, and various federal compliance provisions. All questions must be submitted by August 12, 2026, at noon to the contract specialist, Michael Bonaiuto.
