PERFORMANCE WORK STATEMENT (PWS)
11MRX Hamilton Jet Diagnostics and Repair
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: NSWCCD has a requirement for the diagnostics and repair of two (2) Hamilton Jet waterjet propulsion units (specifically HJ322/HJ292) and their integrated Blue Arrow advanced electronic control systems aboard quantity two (2) 11-meter (11M) crafts located at Naval Base Guam, USA.
2.0 BACKGROUND: The 11-Meter Rigid Inflatable Boat (11M RIB) relies on the integration of high-performance diesel engines and twin Hamilton Jet waterjets to conduct high-speed, high-maneuverability tactical missions. To maximize maneuvering safety and ease of docking, these crafts are equipped with the Hamilton Jet Blue Arrow electronic control system. The Blue Arrow system utilizes a dual-redundant 24VDC CAN bus microprocessor network to tie the helm station devices--including the multi-axis Mouse Boat controller--directly to the Jet Interface Modules. Due to the high complexity of digital fly-by-wire and hydraulic interfaces, marine technicians shall utilize specialized software and proprietary protocols to isolate electrical faults, resolve calibration drift, and perform system autotuning.
3.0 OBJECTIVE: The objective of this contract is to maintain, diagnose, troubleshoot, calibrate, and repair the physical Hamilton Jet waterjets and the integrated Blue Arrow electronic control systems to include travel to and from the location referenced in Section 1.0. This scope specifically includes below and contractor shall perform the following:
3.1 Electronic Scanning & Fault Code Diagnostics: Establishing direct communication with the Blue Arrow onboard microprocessors using licensed PC-based software interfaces. Technicians shall retrieve, log, and analyze active and historical fault codes, electrical telemetry, system alarms, and CAN bus communication link statistics to isolate hardware or software anomalies prior to and during servicing.
3.2 Corrosion Prevention: Complete replacement of all internal and external sacrificial zinc anodes within the Hamilton Jet pump housing, stator, and nozzle assemblies to ensure complete protection against galvanic corrosion. To include all hardware, O-rings/seals.
3.3 Physical Calibration & Tuning: Rigorous physical verification and fine-tuning of all mechanical adjustments (including steering nozzle alignment, and reversing bucket travel limits) and hydraulic system operational settings (including pressure thresholds, valve response times, and solenoid activation parameters) to ensure complete alignment with OEM factory standards.
3.4 Hydraulic Filtration & Fluid Servicing: Servicing of the Jet Hydraulic Power Unit (JHPU) and integrated control hydraulics. This includes draining and flushing old hydraulic fluid, cleaning internal reservoirs and magnetic strainers to remove any metallic wear debris, replacing all high-pressure and return hydraulic oil filters with new OEM-specified elements, refilling systems with fresh authorized hydraulic fluid, and conducting a complete system bleed to remove air pockets.
3.5 The contractor shall furnish their own laptop loaded with the licensed Blue Arrow Support Tool, USB interface connectors, and OEM replacement parts to complete the work items described in Section 3.0.
3.6 The contractor shall provide a report on the Initial Diagnostic & Pre-Service Scan within 48 hours of the initial inspection onsite to include an electronic fault download (alarms/CANbus drops), initial hydraulic system pressure check, physical inspection log of active seal leaks, and troubleshooting of active faults with recommended repairs (A001).
3.7 The contractor shall provide a Pre-Service Tear-down & Tolerance Report Record of "As-Found" measurements of steering nozzle centerlines, reversing bucket clearances prior to servicing prior to commencing physical replacement/flushing (A001).
3.8 The contractor shall provide a Mechanical & Hydraulic Calibration Checklist of Visual and electronic confirmation detailing final physical adjustments and calibrated hydraulic values prior to launching the vessel (A001).
3.9 The contractor shall provide a Post-Service Sea Trial & Autotune Report Performance log validating Dynamic "Autotune" calibration using Blue Arrow Support Tools, Steady-state and transient hydraulic pressure stability under high-speed loading, Visual verification of seal integrity (zero leakage) under load, Maximum RPM and maneuvering control validation within 48 hours of sea trial completion (A001).
3.10 The contractor shall provide a report to include the physical confirmation of the complete replacement of all internal/external sacrificial zinc anodes, full replacement of mechanical water seals and hydraulic O-rings (with part numbers), disposal of old hydraulic fluid (*Ships force to assist with disposal*) and replacement of high-pressure/return filters, and verification of system bleed. Report to be submitted upon completion of reassembly, prior to sea trial (A002).
4.0 SPECIAL QUALIFICATIONS: Due to the digital complexity of the Blue Arrow network, the Contractor shall deploy technicians meeting these stringent requirements:
4.1 OEM Blue Arrow Certification: Technicians shall hold active, factory-issued certifications specifically in Hamilton Jet Blue Arrow Controls & Diagnostics.
4.2 OEM HJ292 Mechanical Certification: Technician performing physical pump overhauls, shaft seal rebuilds, or bearing adjustments shall hold active, factory-certified Hamilton Jet HJ292 Mechanical Maintenance & Repair qualifications.
4.3 Software Calibration Capability: Technicians shall demonstrate proficiency using the proprietary Blue Arrow Support Tool software for module programming.
4.4 Experience Profile: A minimum of three (3) years of direct experience calibrating digital marine control networks (CAN bus/NMEA2000) and hydraulic interfaces.
5.0 GOVERNMENT FURNISHED EQUIPMENT/PROPERTY/INFORMATION: The government will provide limited access and baseline information to support the contractor's execution of the work to include:
5.1 Unimpeded, escorted physical access to the two (2) 11-meter craft at the designated repair dock or maintenance slip.
5.2 Access to vessel-specific Blue Arrow configuration files, historic alarm logs, and vessel system schematics.
6.0 DELIVERABLES: The Contractor shall compile, manage, and submit the following deliverables to the Technical Point of Contact (TPOC) in accordance with the updated technical objectives:
6.1 Initial Diagnostic & Pre-Service Scan DI-MISC-80508B (A001)
6.2 Pre-Service Tear-down & Tolerance Report DI-MISC-80508B (A001)
6.3 Mechanical & Hydraulic Calibration Checklist DI-MISC-80508B (A001)
6.4 Post-Service Sea Trial & Autotune Report DI-MISC-80508B (A001)
6.5 Certificate of Parts Replacement & Service Log DI-SESS- 81359B (A002)
7.0 SECURITY REQUIREMENTS:
7.1 Base Access & DBIDS: All Contractor technicians shall pass background checks to obtain Defense Biometric Identification System (DBIDS) credentials for military installations.
7.2 Information Security (OPSEC): Proprietary Blue Arrow system configurations, vessel identification numbers, and naval operational logs are classified as OPSEC-sensitive. No photography or offsite transmission of configuration parameters is permitted.
