Qualitative Data Methods & Narrative Impact Training
1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
The objective of this requirement is to acquire contractor services to design and deliver a comprehensive, multi-modal training program to 25 attendees. This program is critically designed to equip designated government teams with the foundational knowledge and advanced practical skills necessary to professionally conduct qualitative data analysis and translate complex findings into compelling, data-driven impact narratives.
The core value of this engagement is the transformation of raw, often anecdotal, observational data into a strategic asset.
By mastering these methodologies, personnel will be able to move beyond simple metrics to uncover the nuanced context, sentiment, and underlying drivers of program performance. For example, a program manager could use interview data from fleet operators to create a narrative that demonstrates how a new technology not only meets technical specifications but also significantly reduces sailor workload and improves morale. This qualitative insight provides a powerful, human-centric argument for continued investment that quantitative data alone cannot convey, directly influencing senior leadership and resource allocation decisions. This training will empower the organization to systematically capture, analyze, and communicate the full, multi-faceted impact of its work.
2.0 BACKGROUND:
The Naval Surface Warfare Center (NSWC) and its highly specialized workforce are at the forefront of naval innovation, developing and fielding complex technological solutions. While these programs are rich in quantitative performance data, there is a growing recognition that this data does not capture the complete picture of a program's value or its full impact on the warfighter and the broader naval mission. Personnel frequently engage with stakeholders in environments ripe for qualitative data collection--such as during fleet exercises, system installations, and technical support calls--but lack a formal, structured methodology to capture and analyze these valuable interactions.
Consequently, critical insights are often lost, and the organization's ability to articulate the "so what?" behind its technical achievements is limited. Enhancing skills in qualitative data collection, analysis, and narrative storytelling is therefore an essential strategic enabler. It will allow NSWC to more effectively justify programs, secure funding, inform future design requirements based on user feedback, and clearly articulate the tangible value and strategic impact of its initiatives to a wide range of key stakeholders, from Congressional liaisons and senior DoD leadership to industry partners and the warfighters themselves.
3.0 OBJECTIVE:
The program's ultimate goal is to embed a sustainable, in-house capability for qualitative analysis and narrative development within NSWC.
This program shall be meticulously tailored to the unique operational and technological context of NSWC's mission areas.
It will guide participants through a structured learning journey that begins with foundational, self-paced learning to establish core concepts, transitions to practical application in an interactive virtual environment, and culminates in a collaborative, in-person capstone event where teams synthesize their skills to address real-world NSWC challenges.
4.0 SCOPE/TASKS:
The Contractor shall execute the following tasks:
4.1 Minimum Requirement: Non-Developmental Curriculum
To ensure immediate mission readiness and maximize the cost-effectiveness of this engagement, the Government requires a non-developmental training solution. The contractor shall provide a mature, professionally vetted qualitative data curriculum that has been previously delivered and refined in a professional environment. This approach mitigates risk and ensures that Government funds are allocated toward the expert tailoring and delivery of a proven curriculum, not the initial research and development of a new one. While the base curriculum must be a mature offering, it is expected to be substantially tailored to the Government's specific needs, incorporating NSWC-relevant case studies and terminology.
A mature curriculum is defined as meeting the following two (2) non-negotiable criteria:
- Established Track Record: The core curriculum must have been successfully delivered to professional, non-academic audiences at least prior to the issuance of this solicitation. This demonstrates a three (3) times history of practical application and refinement based on participant feedback.
- Current Relevance: At least must have occurred within the past one (1) of those deliveries twenty-four to a Federal Government or Department of Defense (DoD) entity. This ensures the Contractor's (24) months content and instructional approach are current and relevant to the unique operating environment, security considerations, and communication protocols of a government workforce.
4.2 Training Program and Material Development
The Contractor shall develop and provide a comprehensive, university-level training curriculum focused on qualitative data. The curriculum must be structured for a blended learning environment, including the creation of asynchronous, self-paced training materials that introduce core concepts with robust, engaging content (CDRL A001).
The curriculum must provide in-depth coverage of:
- Qualitative Data Collection: This module must go beyond definitions to provide practical guidance. For instance, when teaching interview techniques, it should include how to design an effective semi-structured interview protocol, how to build rapport quickly, and how to probe for deeper insights without introducing bias. It must cover a range of methods including interviews/informal conversation, ethnographic observation, focus groups, self-reflection journals, facilitated dialogue, and the design of effective open-ended questionnaires. A mandatory and significant component of this module will be dedicated to understanding and mitigating cognitive and researcher bias.
- Qualitative Data Analysis: This module must equip participants with a versatile analytical toolkit. It will teach not just the "what" but the "why" and "when" of each method. For example, it should explain that Thematic Analysis is excellent for identifying broad patterns across a large dataset of interviews, while Narrative Analysis is more appropriate for deeply understanding the story and experience of a single individual. Techniques shall include content analysis, the appropriate use of Likert scales for qualitative coding, thematic analysis, grounded theory, narrative analysis, and discourse analysis. This includes practical, software-agnostic methods for data organization, coding, identifying salient insights, and exploring correlations between themes.
- Narrative Building and Visualization: This is the crucial synthesis step. This module must provide structured instruction on how to analyze and synthesize disparate qualitative data points into a cohesive, impactful story. It will include frameworks for structuring a narrative (e.g., the "Problem-Action-Result" model) and techniques for tailoring that story to specific audiences and communication objectives. For example, a story for engineers might focus on technical feedback and design implications, while the same data could be used to craft a story for leadership that focuses on mission impact and strategic alignment.
4.3 Virtual Training and Facilitation
The Contractor shall design and facilitate a series of highly interactive virtual workshops for the designated government teams. These live, synchronous sessions shall be explicitly designed to build upon the foundational knowledge acquired from the asynchronous materials. The focus will be on the practical application of qualitative data collection and analysis techniques through hands-on exercises, peer review, and expert coaching. These workshops will use collaborative online tools to simulate real-world data analysis tasks, ensuring participants can actively practice and refine their new skills.
4.4 In-Person Capstone Workshop
The Contractor shall design, coordinate, and facilitate a multi-day, in-person capstone workshop. This workshop serves as the culminating event of the training program, focusing on intensive collaborative learning, cross-functional team building, and mastering the art of crafting data-driven impact stories. During this event, teams will work with realistic, NSWC-relevant datasets to analyze information, synthesize findings, and develop and present a final impact narrative to a panel of peers and stakeholders, simulating a real-world briefing (CDRL A003).
4.5 Travel
The Contractor shall be responsible for all travel and associated logistical costs for its personnel required to facilitate the in-person capstone workshop at Naval Surface Warfare Center, Carderock Division located at 9500 MacArthur Blvd, West Bethesda, MD 20817
5.0 SPECIAL QUALIFICATIONS:
To be determined technically acceptable, the contractor must provide a detailed written narrative and verifiable evidence demonstrating they . Failure to provide clear and convincing evidence for each meet all of the following qualifications qualification will result in the quote being deemed technically unacceptable.
- Experience with Federal Agencies: The Contractor must demonstrate significant and relevant experience providing training or analytical support to Federal agencies. This shall be proven by providing at least one (1) verifiable
(including contract number, value, period of performance, and a point of contact with current past performance reference contact information) from a DoD, DoN, or other Federal agency for a requirement of similar size, scope, and complexity.
- Expertise in Technical Storytelling: The Contractor must demonstrate a superior ability to translate complex, technical, or specialized topics into clear, accessible, and compelling narratives. This shall be demonstrated by providing
(e.g., a multi-page excerpt from at least one (1) substantive example of a sanitized, non-proprietary training product a training manual, a representative portion of a course syllabus, or a presentation slide deck of at least 15 slides).
- Relevant Domain Knowledge: The Contractor must demonstrate credible experience in at least one domain area similar to NSWC's diverse mission portfolio (e.g., technology transfer, maritime systems, cybersecurity, rapid prototyping).
- Advanced Methodological Expertise: Key personnel must possess an advanced academic degree (Master's or in a relevant field OR a leading higher) minimum of five (5) years of direct, hands-on professional experience qualitative research and training.
- Blended Learning Program Delivery: The Contractor must provide a detailed narrative demonstrating a proven track record of designing and delivering (asynchronous, synchronous virtual, at least one (1) blended training program and in-person components).
6.0 DELIVERABLES, METRICS, AND REPORTING REQUIREMENTS:
