Amendment 0001 to Solicitation N0016726Q1116
This is Standard Form 30 Amendment 0001, effective 30 June 2026, issued by NSWC Carderock Division (Naval Surface Warfare Center) in Bethesda, Maryland. The amendment incorporates industry questions and answers into solicitation N0016726Q1116, originally dated 18 June 2026. The purchase requisition number has been updated from N0016726PR00652. The contracting officer is Lametria Smith (lametria.r.smith.civ@us.navy.mil, 757-289-2667). No extension to the offer receipt deadline is indicated.
The amendment's primary substantive content consists of nine questions and answers addressing American Sign Language (ASL) interpreter services requirements. Key clarifications include: one full-time primary interpreter is required daily with a qualified substitute available for continuity; the unpaid 30-minute meal break is subject to mission requirements and excluded from billable hours; anticipated labor hours are 0700–1530 Monday through Friday, excluding federal holidays and government closures, with no daily hour increases beyond eight hours; the contractor must report on-site daily and support both in-person and virtual meetings using government-furnished equipment; the contracting activity has seven Deaf and Hard of Hearing employees requiring support; government provides all necessary PPE and equipment; and actual interpreting hours cannot be reliably estimated due to variable demand driven by employee schedules and mission requirements. Personnel security clearance eligibility and Common Access Card (CAC) eligibility are required.

Solicitation Questions & Answers
Question 1: The solicitation uses the plural for interpreters and resumes, suggesting that two or more interpreters will be required daily. However, we are unable to identify explicit mention of the number of interpreters and resumes required. Can NSWCCD confirm these items?
Answer 1: One primary full-time interpreter is required daily. If primary is unavailable the contract shall provide a qualified substitute interpreter to ensure continuity of services.
Question 2: The solicitation notes that the interpreters are permitted to take a 30-minute lunch. Can NSWCCD confirm whether the lunch is optional?
If not, is it paid or unpaid?
Answer 2: The contractor may take one unpaid 30-minute meal break during the workday, subject to mission requirements. The meal break is unpaid and is not included in billable labor hours between the
Question 3: Will the government provide necessary items for this opportunity, or is the Contractor responsible for providing facilities, equipment, etc.?
Answer 3: Govt will provide appropriate GFE to perform official duties.
Question 4: What are the anticipated labor hours?
Answer 4: Anticipated labor hours are from 0700-1530, Monday through Friday, excluding federal holidays and government closures (which are non-billable days). Subject to operational requirements, the daily work schedule may be adjusted to accommodate mission needs. These adjustments shall not increase the total daily labor hours beyond the standard 8 hour work day.
Question 5: The PWS requires interpreters to possess a Tier 3 Personnel Security Investigation (PSI) at the time of quotation. Could the Government clarify whether this requirement refers to an active Secret clearance, Secret eligibility, or another adjudicated status?
Answer 5: I am not entirely sure about this question... we are just requiring the contract SLI to be eligible to receive a CAC and satisfy all personnel security requirements necessary to obtain govt network and base access required for contract performance.
Question 6: The PWS states that NSWCCD has eight Deaf and Hard of Hearing employees. Will the assigned interpreter primarily support a single designated employee, or will support be required for multiple Deaf/HoH employees throughout the period of performance?
Answer 6: Correction, we now have 7 Deaf and Hard of Hearing employees now. The assigned SLI will be required to support the latter.
Question 7: The PWS states that the contractor shall provide required safety equipment, including hearing protection, eye protection, safety vests, steel-toe shoes, gloves, and hard hats. Could the Government clarify whether all PPE must be contractor-furnished, or whether any required safety equipment will be Government-furnished when accessing laboratory or testing areas? Additionally, under the previous contract, were interpreters required to utilize PPE on a regular basis? If so, could the Government provide information regarding the types of PPE that were actually required and the frequency of use?
Answer 7: Any required PPE will be provided by the govt, as applicable. Under the previous contract, interpreters were occasionally required to use PPE in certain spaces/environments (i.e. PFDs on boats or water facilities, safety goggles, hearing protection, and safety shoes, etc).
Question 8: Approximately how many ASL interpreting hours are anticipated under this requirement during the next contract period?
Answer 8: I am unable to provide a reliable estimate of actual interpreting hours because the demand for interpreting is variable and driven by the schedules of 7 Deaf/HoH employees, mission requirements, meeting cancellations or extensions, leave usage, and ad hoc communication needs. The requirement is structured as a full-time interpreter providing 8 hours of daily availability and support during duty hours rather than a fixed number of billable interpreting hours.
Question 9: Should our proposal include remote ASL interpreting services in addition to on-site services? If so, could you provide an estimated breakdown between on-site and virtual assignments?
Answer 9: The requirement is for one full-time interpreter who reports on-site daily and provides interpreting services for both in-person and virtual meetings as required during each duty day. The contractor themselves will not be remote. Virtual interpreting support needs are included within the scope and will be performed using GFE and network access.
