About this file
This is a combined synopsis/solicitation for a multi-award, five-year Blanket Purchase Agreement (BPA) for Advanced Cluster Technologies (ACT) brand high-performance computing (HPC) clusters issued by Naval Surface Warfare Center Carderock Division (NSWCCD). The solicitation invites authorized resellers/distributors of ACT to submit quotes on a Brand Name basis.
The requirement encompasses nine contract line items (CLINs) totaling hardware components, software, installation services, training, and maintenance. CLINs 0001-0008 cover specific system components: Cluster Visor Management Server, Login Node Server, Compute Nodes, Fast Scratch Server (32TB), Cold Storage Server, 10GB Administrative Network, InfiniBand Fabric Network, and Rack/Power Infrastructure. CLIN 0009 covers Installation and Onsite Training. All items are firm fixed price with a maximum per-order limit of $900,000 and a total BPA ceiling of $9,000,000. The BPA ordering period extends five years from contract award (anticipated August 25, 2026 through August 24, 2031). Responses are due by 12:00 PM EDT on August 20, 2026, submitted to arnel.a.ngo.civ@us.navy.mil. Approximately 2 to 3 vendors will be awarded. The procurement is set-aside for small business under NAICS code 541519 (ITVAR) with PSC codes 7B21 and R425.
The Performance Work Statement specifies detailed technical requirements for an integrated HPC system to support high-fidelity modeling and simulation. The system must include redundant management and login servers with dual 32-core Genoa processors, configurable compute nodes with matching processors, separate scratch and cold storage servers with specific capacities, and dual networking infrastructure (InfiniBand NDR at 200GB minimum and 10GB Ethernet). All hardware must be TAA compliant, air-cooled with automatic thermal shutdown capabilities, and configured for a closed facility with no HVAC modifications required. The contractor must provide complete installation within five consecutive business days, verification and testing with system administrators, integration with existing Active Directory, five-year parts and labor warranty commencing after acceptance, ongoing technical support via toll-free phone and email (Monday-Friday, 8 AM-5 PM EST), and on-site training during installation. Deliverables include equipment manuals (installation, parts, maintenance, operation), software licenses, and volatility statements. Delivery is FOB Destination to NSWCCD Building 17, 9500 MacArthur Boulevard, West Bethesda, Maryland 20817. Evaluation criteria prioritize technical acceptability (vendor must be authorized ACT reseller meeting all PWS specifications) and lowest price among acceptable offers.
