About this file

This is a Non-Competitive Procurement Justification Memorandum for a brand name acquisition by the Naval Surface Warfare Center, Carderock Division (NSWCCD). The procurement covers four specific Acromag products: 15 Compact PCI IP carrier cards (model ACPC8625A, 6U, four IP slots with rear access I/O); 9 rear transition modules (model TRANS-C200, 6U) providing connections to four 50-pin SCSI-2 ports; 30 Industry Pack Digital I/O modules (model IP408, 32 channels, 0-60V DC range); and 30 Industry Pack Isolated digital input modules (model IP440A-2, 32 channels, 16-40V input range). The manufacturer is Acromag, Incorporated, located at 30765 S. Wixom Road, Wixom, Michigan 48393.

The justification for non-competitive procurement is based on brand name restrictions, as the Acromag products are specified on an approved products list for a system used on U.S. Navy submarines with no allowable substitutions. The memorandum, dated 12 March 2026, establishes the legal basis under FAR 13.106-1(b)(1)(i) for limiting competition to a single source. The related solicitation (N0016726Q1086) indicates the purchase order will be issued under Simplified Acquisition Procedures as a total small business set-aside using firm fixed-price terms. Quotes and capability statements are due by 12:00 Noon on 13 May 2026, with questions required by 12:00 Noon on 7 May 2026.

MEMORANDUM FOR FILE

FROM:

CODE:

TO:Code 02
DATE:12 MAR 2026
SUBJECT:Non-Competitive Procurement Justification Memo for Actions Under SAT

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer

3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
