This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with Thornton Tomasetti for Maritime Survivability Library (MSL) Software Engineering and Support Services.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-06 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20251001. CLAUSES AND PROVISIONS.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than the response due date. This notice is NOT a request for competitive quotes. However, all capabilities statements received by the above deadline will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

SOFTWARE LANGUAGE

No terms will be incorporated into any price quote and/or order accepted by the Government unless otherwise agreed to by all parties in writing. Any and all terms and conditions contained in any price quote and/or order that violate any Federal laws, statutes, and regulations, including but not limited to, the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) are void and will have no effect. The applicable Federal laws, statutes, and regulations, including, but not limited to, the FAR and DFARS will govern instead.

PERFORMANCE WORK STATEMENT

Maritime Survivability Library Enhancement Services

1.0 DESCRIPTION OF SERVICES

The Naval Surface Warfare Center Carderock Division's (NSWCCD's) Vulnerability Assessment Branch, Code 665, requires a follow-on contract to provide engineering services to perform continued development of their Maritime Survivability Library (MSL) software program, development of MSL enhancements, and development of MSL interfaces with other maritime lethality tools. The proposed acquisition will allow for a continuation of MSL services support upon the expiration of contract N0016725P0042 on 30 September 2025. This purchase supports the overarching JTCG/ME Maritime Weapons Toolset Task.

2.0 BACKGROUND

MSL is a maritime lethality assessment program that predicts the probability of damage of maritime weapons through machine learning conducted on datasets from other engineering and higher-fidelity maritime lethality tools. It was developed by NSWCCD with contractor support from Thornton Tomasetti (TT) from FY21-FY23, which culminated in a MSL v1.0.0 release in September 2023. Subsequently, the NSWCCD was tasked to enhance MSL to support new and existing maritime lethality toolsets for DOT&E's Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME). MSL has been selected for enhancement to support JTCG/ME new and existing toolsets for operational maritime weaponeering. These tools include, Target Damage Cards (TDC), Integrated Naval Simulations for Testing and Evaluation (INSiTE), and Submarine Vulnerability and Lethality Undersea Evaluator (SUBVALUE). These three software tools use the same entity component framework and will be used to credibly predict the likelihood of damage from a weapon system on a naval target. In FY24 and FY25, some basic features of MSL were inserted into TDC and database frameworks were aligned between MSL, TDC, SUBVALUE, and INSiTE to demo initial capabilities (under N0016724P0035) and

. JTCG/ME has funded the NSWCCD to expand MSL to include additional targets and weapon predictions. This purchase is released as MSL v2.0 needed to provide engineering services to enable Code 665 to continue supporting (1) the enhancement of MSL to meet JTCG/ME requirements for weaponeering and (2) integration of MSL into different JTCG/ME maritime lethality tools, such as TDC, SUBVALUE, INSiTE.

3.0 OBJECTIVE

The contractor shall assist NSWCCD by providing engineering services to support the continued development of MSL beyond v2.0 using the existing version developed by TT as a baseline. The contractor will further assist in the integration of MSL modules into other maritime lethality tools being developed by NSWCCD, such as but not limited to TDC, ASAP, SUBVALUE, and INSiTE. The contractor will also support the development of interfaces between these maritime lethality tools for integration of MSL modules and passing of MSL data structures. The contractor will support the development of software modules for MSL data transfer, feature improvement, visual interfaces, and verification and validation testing. Engineering services include technical reports, training, and transferring knowledge to new staff as needed.

3.1 For MSL enhancements, the contractor shall:

3.1.1 Develop algorithms and/or strategies for making lethality predictions on additional weapon and warhead characteristics.

3.1.2 Develop algorithms and/or strategies for making lethality predictions on additional ship classes and maritime targets.

3.1.3 Improve multi-hit damage prediction algorithms and strategies.

3.1.4 Create workflow improvements for executing training, validation, and tuning via modifications to the command-line-interface and development of new graphical user interfaces.

3.1.5 In support of MSL integration with other tools, the contractor shall:

3.1.5.1 Assist NSWCCD in the integration of MSL modules into TDC, to include:

3.1.5.1.1 Modify the TDC graphical user interface to handle MSL inputs and output commands for single and multi-hit predictions.

3.1.5.1.2 Modify the TDC workflow to improve MSL user interfaces.

3.1.5.1.3 Develop custom target and custom weapon abilities for TDC to query MSL for prediction results.

3.1.5.2 Assist NSWCCD in the integration of MSL modules into INSiTE, to include:

3.1.5.2.1 Develop a software module to ingest INSiTE data for training MSL machine learning prediction models.

3.1.5.2.2 Modify MSL to align to INSiTE data structures (e.g., .pew file type structures).

3.1.5.2.3 Aid in the development of a model transport between MSL, ASAP, and INSiTE.

3.1.5.2.4 Aid in the development and documentation of the entity component framework.

3.1.5.3 Align MSL data formats to support import and export data transfers between TDC, INSiTE, and SUBVALUE.

3.1.6 Perform unit testing and quality assurance testing of software components.

3.1.7 In accordance with CDRL A005, provide all source code changes and new scripts via routine code pushes to a software code repository hosted by NSWCCD.

3.1.8 Provide the associated documentation, presentations, and technical reports in accordance with CDRLs A001, A002, A003, and A004 to support the following meetings:

3.1.8.1 JTCG/ME Maritime Weaponeering Working Group (MWWG) and Operational Users Working Group (OUWG) in Q2 FY26

3.1.9 Perform testing in the Verification and Validation (V&V) of new software modules, including preparing and updating technical V&V reports (CDRL A004), in accordance with JTCG/ME acceptance and accreditation standards.

3.1.10 Provide training and knowledge transfer to new Government or contractor staff on the effort as needed at the completion of the effort.

3.1.11 Participate in the Cyber Workforce (CWF).

3.1.12 TRAVEL. The contractor shall support the anticipated travel requirements for this contract to support milestone reviews and troubleshooting discussions as identified in the chart below.

4.0 SPECIAL QUALIFICATIONS

The contractor shall perform Information Assurance (IA) functions in accordance with DFARS Clause 252.239-7001.

6.0 GOVERNMENT FURNISHED EQUIPMENT/PROPERTY/ INFORMATION (GFI)

The Government will provide the contractor with on-site access and the material required for the successful accomplishment of the work specified above. The Government shall provide CUI GFI per the attached NAVSEA Form 4340-2 and as listed below:

Plans, drawings, specifications, designs, photographs, and any other information furnished by the Government shall remain Government property and shall be reproduced only as authorized in writing by the Government, shall be used for performance of the work under this task order only, and shall be returned to the Government upon request. Such a request may be made during the period of performance or at termination or completion of the period of performance. After the period of performance, the contractor shall thereafter make no further use of any information derived from GFI without prior written consent of the Government.

7.0 SECURITY REQUIREMENTS

The software development and analysis shall be UNCLASSIFIED and handled up to CONTROLLED UNCLASSFIED INFORMATION, DOD

DISTRIBUTION STATEMENT D.

Only NSWCCD may direct a change to the distribution controls of the work products, to include source code, created under this SAP contract.

8.0 PERFORMANCE

8.1 Period of Performance.

The period of performance is one year from date of contract award.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause--

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items--

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost break down of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Shouldthe subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.

(a) NAVSEA may use a contractor to manage official contract files here in after referred to as "the support contractor", including the official file supporting this procurement. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, here in after referred to as "protected information". File management services consist of any of the following: secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.

(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file management services are acquired will contain a requirement that

(1) The support contractor not disclose any information;

(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;

(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,

(4) In addition to any other rights the offeror may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed Protected Information, for the unauthorized duplication, release, or disclosure of such Protected Information.
