1.0 SCOPE

This Statement of Work (SOW) describes the application of new and emerging software technologies and their integration into existing systems-of-systems the Contractor must provide to support the Naval Surface Warfare Center, Carderock Division (NSWCCD) Signature Measurement Technology and System Department, (Code 70), Advanced Signatures Training and Decision Systems Program. The Code 70 Advanced Signatures Training and Decision Systems Program provides software services and facilities to accomplish naval signatures tactical guidance, training, and synthetic simulation in support of current and future fleet projects funded by the Naval Sea Systems Command (NAVSEA) and other Department of the Navy (DoN) and Department of Defense (DoD) sponsors.

1.1 BACKGROUND

The scope of services spans from advances in software standards and technologies for data processing, storage, simulation/generation, and visualization to new software capabilities being developed for Navy systems both afloat and ashore.

NSWCCD Code 70 requires services to support new and emerging software technologies related to "Big Data" processing and "Cloud Computing" to improve Navy system data processing architectures. Architectures allow use of various types of historical and recent intelligence data to support development of predictive data analytics for use in a variety of systems. These efforts require significant knowledge of new and emerging technologies related to "Big Data" processing and "Cloud Computing", Data Science, micro-services, virtualization, signal processing, Geospatial Information Systems, Navy systems, and Intelligence Community (IC) data standards, products, and processes. NSWCCD will establish and lead Integrated Product Teams (IPTs) to coordinate efforts across NSWCCD, prime contractors, and partnering organizations to support coordinated signatures guidance and trainer system development, integration, testing, and installations of the procured software and systems within the NSWCCD Engineering Development Models (EDMs) and Fleet and sponsor directed integration, training, testing, and analysis sites.

Code 70 provides signatures guidance to anti-submarine warfare (ASW) operators via increasingly complex software systems of systems subject to the rapidly expanding cybersecurity threat. Rapid development of new capabilities requires collaboration with existing NSWCCD Code 70 best practices and evolving industry standards regarding agile software development and Development, Security, and Operations ("DevSecOps"). Such practices/standards include coordination with Government engineers, contractor partners, and integrators via IPTs and software development sprints, software peer review, static code analysis, and the standardized tracking of artifacts and releases. The Advanced Signatures Technologies (AST) contract will support both classified and unclassified programs on multiple networks and security domains as outlined in the DD 254 "Department of Defense Contract Security Classification Specification".
