This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Naval Surface Warfare Center, Carderock Division. The amendment revises the Performance Work Statement (PWS) for the procurement of 46 custom concrete jersey barriers to be delivered to the Acoustic Research Detachment in Bayview, Idaho. The barriers are 12.5 feet long, 36 inches high, and will have custom galvanized steel pipes attached to increase their height to 42 inches. The project requires delivery to the Remote Storage Facility within 12 weeks of award, with work to be completed during normal working hours (6:00 AM to 6:00 PM, Monday through Friday). The government will offload the barriers from the flatbed trailer using a forklift and store them on-site. Strict security requirements are in place, including the need for contractor personnel to obtain base access passes, display identification badges, and adhere to specific site access and conduct guidelines. The solicitation amendment is dated 18 Sep 2025 and is associated with solicitation number N0016725Q1214.

Along the border of the base and Lake Pend Oreille, there are various parking spots that require a protective barrier to prevent motorists from driving over the seawall and into the lake. These parking spots span from the west edge of Warf 48 following the contour of the seawall until it hits the property line (Attachment 0001).

3.0 OBJECTIVE:

3.2.3 The mounted piping and bracket will meet OSHA 1910.29 (b)(1) & (2).

3.3.3 Delivery will be scheduled and coordinated with onsite POC: TBD

3.3.3.1 TBD

3.3.4 Completed barriers shall have little to no chipping, flaking, or cracking. All attachments will be firmly fixed to the concrete with no movement of any kind. Barrier and piping should resemble Attachment 0003.
