This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue, and is a Request for Quotes (RFQ) for the following Supplies and/or Services.

NSWCCD Code 612, Fire Protection Group is procuring shock and vibration services to support the evaluation of a passive fire protection system.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-05 effective 08/07/2025 located on https://www.acquisition.gov/?q=browsefar and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 01172025 effective 01/17/2025 located at https://www.acq.osd.mil/dpap/dars/change_notices.html. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The NAICS code is 541715 and the associated PSC code is R425, and the Small Business Standard is 1000 for this procurement: NOTE: A Class Waiver is not applicable to a procurement unless the NAICS code, PSC, and NAICS Code Descriptor currently in effect, match the item(s) being procured. This procurement IS NOT being set-aside for small business.

PERFORMANCE WORK STATEMENT (PWS)

PMS 396 Passive Fire Protection Shock/Vibe Test Services

Applicable Document:

MIL-DTL-901, "Detail Specification Shock Tests, H.I. (High-Impact) Shipboard Machinery, Equipment, And Systems, Requirements For," 2017.

MIL-STD-167, "Mechanical Vibrations of Shipboard Equipment," 1993.

1.0 DESCRIPTION OF SERVICES/INTRODUCTION:

The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 612, Fire Protection Group (FPG) requires a contract that provides medium-weight shock and vibration test services to support the evaluation of a passive fire protection system being developed for deployment onboard USN submarines. The aforementioned shock and vibration testing must be conducted in accordance with MIL-DTL-901 and MIL-STD-167, respectively.

2.0 BACKGROUND:

The NSWCCD Code 612 FPG is the Material Fire Performance Engineering Agent and Engineering Manager for Naval Sea Systems Command (NAVSEA 05P5) and is responsible for test, evaluation, analysis, and assessment of Fire Technologies and Certifications related to materials/systems.

Part of this work requires the evaluation of passive fire protection systems (i.e., fire insulation) in both thermally-adverse, as well as mechanically-adverse conditions. The contract being requested will enable the Navy to evaluate a first-of-kind fire insulation system to be installed on USN submarines. Traditionally, passive fire protection systems are only subjected to shock testing; however, the system in question leverages an adhesively-bonded attachment thus vibration testing has also been requested by stakeholders.

3.0 OBJECTIVE:

3.1 Services:

3.1.1 The contractor shall provide medium-weight shock and vibration test services in accordance with MIL-DTL-901 and MIL-STD-167, respectively. These test services must include the following;

3.1.1.1 Development of drawings and test plans to support the fabrication of steel test fixtures and installation of Navy specified fire insulation IAW NAVSEA DWG 803-5184182 REV C using Navy specified adhesively-bonded pins, and execution of testing in accordance with MIL-DTL-901 and MIL-STD-167.

3.1.1.2 Fabrication of a partial section of a steel tube that appears as a Quonset hut shape which will be approximately four feet across with a four-foot radius of curvature including drawings, materials procurement (other than Navy provided fire insulation), and labor to fabricate.

3.1.1.3 Execution of one, three axis vibration series, per MIL-STD-167-1A, over the course of 3 days at the contractor's test site.

3.1.1.4 Execution of one, 3 axis medium-weight shock test series, per MIL-STD-901, over the course of 3 days at the contractor's test site.

3.1.1.5 Development of test reports documenting the findings and results of the test described in 3.1.1.3 and 3.1.1.4.

3.1.2 The contractor shall provide fabrication services to create test samples that support the execution of testing identified in Section 3.1.1.

3.1.3 The contractor shall provide passive fire protection installation services that support the execution of testing identified in Section 3.1.1.

3.1.4 The contractor shall complete all testing and provide a draft technical report no later than 2 months upon completion of testing (CDRL A001).

3.1.5 The Government will provide the fire insulation material required to execute testing. The government will provide comments on the draft technical report within 2 weeks of draft submission. Within 2 weeks of Government comments, the contractor shall incorporate the Government comments as applicable and provide a final technical report. (CDRL A001).

3.2 Materials:

3.2.1 Materials associated with the fabrication of the test samples, other than those required for passive fire protection installation, shall be provided by the contractor.

3.2.2 Materials associated with the passive fire protection system including attachment hardware, and adhesive shall be based on availability at NSWCCD.

4.0 SPECIAL QUALIFICATIONS:

4.1 The Contractor shall provide engineering and technical support to design, carry out and report test results of fire and physical property testing of materials.

4.2 The Contractor shall have their own, or have access to, the equipment and facilities required for medium-weight MIL-S-901 shock and MIL-STD- 167 vibration testing.

4.3 The contractor and their associated test sites shall be located in proximity of miles to NSWC Carderock to minimize travel distance when 150 supporting and/or observing test article construction and test execution as well as limit the extent to which the test article is transported over the road between shock and vibration test series.

7.0 DELIVERABLES: The contractor shall provide a technical report as defined in CDRL A001.

8.0 PERIOD, PLACE OF PERFORMANCE AND DELIVERY:

8.1 The contractor shall provide contract supplies and complete services by December 31, 2025.

8.2 Exact date(s) for the service visit(s) will be coordinated by the Primary POC with the contractor.

8.3 Shock and vibration test services will be performed at the contractor's test sites that must be within 150 miles of NSWCCD in order to facilitate transport of Navy fire insulation from NSWCCD to the installation location.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

G-242-H002 HOURS OF OPERATION AND HOLIDAY SCHEDULE (NAVSEA) (JUL 2021) (Jul 2021)

(a) The policy of this activity is to schedule periods of reduced operations or shutdown during holiday periods. Deliveries will not be accepted on Saturdays, Sundays or Holidays except as specifically requested by the Procuring activity. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor's expense with no cost or liability to the U.

S. Government.

(b) The federal Government observes public Holidays that have been established under 5 U.S.C. 6103. The actual date of observance for each of the holidays, for a specific calendar year, may be obtained from the OPM website at OPM.GOV or by using the following direct link: https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/.

(c) Delayed Opening, Early Dismissal and Closure of Government Facilities. When a Government facility has a delayed opening, is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company's established policy and procedures. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The Contracting Officer will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy and procedures.

(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file management services are acquired will contain a requirement that

(1) The support contractor not disclose any information;

(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;

(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,

(4) In addition to any other rights the offeror may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed Protected Information, for the unauthorized duplication, release, or disclosure of such Protected Information.

(c) Submission of a proposal will be considered as consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file management support contractor for the limited purpose of executing its file support contract responsibilities.

(d) NAVSEA may, without further notice, enter into contracts with other contractors for these services. Offerors are free to enter into separate non-disclosure agreements with the file support contractor. Contact the Procuring Contracting Officer for contractor specifics. However, any such agreement will not be considered a prerequisite before information submitted is stored in the files or otherwise encumber the government.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.212-2 Evaluation-Commercial Products and Commercial Services. (Nov 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information /data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the…
