Title: Benchtop Indentation Tester (base with option)

1 INTRODUCTION

The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 612 requires award of a fixed firm price contract (base with option) for purchase of a benchtop indentation tester. Purchase includes associated machine configuration, accessories, and vendor proprietary analysis software.

This purchase supports the COLUMBIA Class Program Office and NAVSEA Technical Warrant Holders in NSWCCD technical capabilities.

2 BACKGROUND:

NSWCCD Code 612 performs in-service engineering services, and research and development pertaining to materials science and engineering. Code 612 also provides engineering and technical support to NAVSEA technical warrant holders, cognizant program offices, and other Department of Defense (DoD) organizations. To support this effort, funding is provided by PMS397 and the Manufacturing Industrial Base (MIB) to increase the throughput of metallurgical evaluations and improve upon current research and development capabilities at NSWCCD through the acquisition of a novel benchtop indentation tester. This equipment can be used to non-destructively assess the mechanical properties of a metallic material, such as stress-strain response, based solely on indentation data and without the requirement of preloading existing data into the equipment.

3 OBJECTIVE:

The objective of this contract is to procure a benchtop indentation tester designed to rapidly provide mechanical properties of a material without extensive destructive mechanical testing. Detailed specifications are defined below.

4 MINIMUM SPECIFICATIONS

4.1 The contractor shall provide a benchtop indentation tester that is able to employ profilometry-based indentation plastometry to measure the mechanical properties of metallic materials. This indenter must utilize algorithms for the rapid determination of metal stress-strain curves from indentations and allow specimens to be characterized in a few minutes through interpretation of indentation test data. It must record all test data to facilitate recordkeeping and reporting stress-strain and hardness values.

4.2 Benchtop Indentation Tester Requirements, Base Contract

The tester shall be capable of the rapid determination of metal stress-strain curves.

The tester shall determine stress-strain curves from the indentation testing data and without any prior mechanical test data.

The tester shall be capable of testing the mechanical properties of a variety of ductile materials including, but not limited to: Aluminum, Copper, Titanium, and Steel alloys.

The tester shall be capable of measuring the mechanical properties of a test specimen with 5 minutes.
