About this file

This document is a Non-Competitive Procurement Justification Memorandum for the U.S. Navy, dated 18 July 2025, seeking to acquire two licenses of Vericut software from CGTech. The software is critical for manufacturing process verification for the Ohio Replacement Program Model Fabrication, specifically for the Vericuit and Large-Scale Vehicle (LSV) model development. The software enables engineers to simulate CNC machining processes, validate critical computational tools, and prevent potential manufacturing defects.

The procurement is being pursued as a sole source acquisition due to CGTech's exclusive proprietary rights to the Vericut software. The PMS-351 Program Office has mandated the use of this specific software to ensure compatibility and technical alignment across program platforms. Two software licenses are required, with delivery no later than September 30, 2025, and the estimated cost is not disclosed in the visible portion of the document. The justification emphasizes that CGTech is the only viable source capable of providing the complete Vericut solution required by the Navy, with no authorized alternative resellers.

B. SOLE SOURCE. (select all that apply)

1. Restrictive Rights. The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

CGTech is the sole proprietary owner of the copyrighted source Vericut software and retains exclusive legal rights and privileges associated with its use, distribution, and modification.

As such, CGTech is the only viable and legally authorized source capable of delivering the complete and compliant Vericut solution required by the Navy.

2. Exclusive Licensing Agreements. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

There are no authorized resellers capable of providing the full suite of CGTech Vericut products, including software licenses, maintenance, service support, and training packages, to meet U.S. Navy requirements.

3. Other

The PMS-351 Program Office has formally directed that all manufacturing process verification related to their program be performed using Vericut software. This mandate aligns with interoperability requirements established through existing usage of Vericut within the Naval Surface Warfare Center Philadelphia Division (NSWCPD), where the application is currently employed for foundry article validation.

In compliance with this directive, our team is required to adopt Vericut as the standard verification tool to ensure compatibility, consistency, and technical alignment across platforms supporting PMS-351 program deliverables.
