About this file
This document is a Minimum Specifications document for procuring Magics software renewals for the Naval Surface Warfare Center Carderock Division (NSWCCD) Code 611. The contract involves a base year with four one-year optional renewal periods for a single-seat, floating network license of Magics software developed by Materialise, specifically for supporting additive manufacturing (AM) research, development, testing, and evaluation efforts. The software will be used across multiple Maritime Industrial Base (MIB) programs to simulate and analyze AM-based process parameters, with the goal of reducing schedule and cost impacts for naval engineering efforts.
The software renewal includes maintenance and support for specific modules: Magics RP, SG+ module, SLICE module, and Build Proc SLM. The license maintenance schedule spans from 2027 to 2031, with each option year providing 12 months of support upon exercise. Delivery requires a digital download within 15 days of contract award, coordinated by the NSWCCD C/611 Technical Point of Contact (TPOC). The contract requirements are unclassified, and the software is intended to support various naval research and acquisition program offices, including those focused on welding, fabrication, and nondestructive testing across submarine and surface ship structures.

MINIMUM SPECIFICATIONS
Title: Magics Software for Code 611, Base year with four one-year options
1.0 SCOPE:
NSWCCD Code 611 performs research, development, testing, and evaluation in the areas of welding, welding-related allied processes, nondestructive testing and evaluation and integrated computational materials engineering in support of the Office of Naval Research, various surface and subsurface acquisition and in-service program offices, and the NAVSEA Technical Warrant Holders for Welding and Fabrication of Submarine Structures, Welding and Fabrication of Surface Ship Structures, Machinery Welding and Fabrication, and Nondestructive Testing and Evaluation. Code 611 also provides engineering and technical support for emergent Fleet needs to include design and process analysis of additively manufactured components and systems. The use of simulation software reduces the schedule and cost impacts for the support Code 611 and 618 provides to our above-mentioned stakeholders. Code 611 and 618 require Magics software to simulate and interrogate additive manufacturing (AM)-based process parameters to reduce the cost and schedule for performing AM-related research, development, testing and evaluation.
Code 611 and 618’s largest AM simulation effort is in support of multiple Maritime Industrial Base (MIB) programs. Code 611 and 618 requires purchasing the multi-year renewals of Magics software to continue the support of this multi-year MIB-funded effort to transform the way the Navy approaches materials-related engineering efforts for schedule and affordability enhancements.
2.0 TASK:
The objective of this contract is to procure the multi-year renewals of the Magics software developed by Materialise. Code 611 originally purchased the Magics software package in FY20, upgraded the licenses in FY21, and continues to use the software under the MIB program as one of many material process simulation tools being evaluated for use across the Navy Enterprise.
Purchase of the multi-year Magics package renewals will maintain continuity of files across the multi-year MIB program. The five-year contract requirement shall include a base-year purchase of Magics software, per para. 3.1, with additional four one-year options, per para. 3.2 and 3.3, which will result in extending the license maintenance and support an additional 12 months every year the option is exercised.
3.0 MINIMUM SPECIFICATIONS:
3.1 Base year: Renew Magics software with a single-seat, floating network license. This renewal includes 12-months software maintenance and support for the following modules:
3.1.1 Magics RP
3.1.2 SG+ module
3.1.3 SLICE module
3.1.4 Build Proc SLM
3.2 Options years 1, 2, 3 & 4: Renew Magics software package with a single-seat, floating network license. This renewal includes 1-year of software maintenance and support for the following modules:
3.2.1 Magics RP
3.2.2 SG+ module
3.2.3 SLICE module
3.3 The Magics software license maintenance and support options shall be completed according to the following schedule:
Option Year #1: 2027 – 2028 12 months from option exercise Option Year #2: 2028 – 2029 12 months from option exercise Option Year #3: 2029 – 2030 12 months from option exercise Option Year #4: 2030 – 2031 12 months from option exercise
4.0 DELIVERY:
Digital download of the software license shall be completed within 15 days of the base and option year contract award. The download of the software will be coordinated by the NSWCCD C/611 TPOC with the awardee.
5.0 SECURITY REQUIREMENTS:
All requirements of this contract are UNCLASSIFIED.
