This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue, and is a Request for Quotes (RFQ) for the following Supplies and/or Services.

NSWCCD Code 633 is procuring Foam analyzer and compatible software/PC with a fully automated measuring process, along with on-site installation and training services from the Original Equipment Manufacturer that meets the Performance Work Statement Minimum Specifications.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-03 effective 01/17/2025 located on https://www.acquisition.gov/?q=browsefar and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 01172025 effective 01/17/2025 located at https://www.acq.osd.mil/dpap/dars/change_notices.html. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The NAICS code is 334516 and the associated PSC code is 6635, A720, and J066, and the Small Business Standard is 1000 for this procurement:

NOTE: A Class Waiver is not applicable to a procurement unless the NAICS code, PSC, and NAICS Code Descriptor currently in effect, match the item(s) being procured. This procurement IS being set-aside for small business.

PERFORMANCE WORK STATEMENT (PWS)

Procurement of Foam Analyzing Equipment, Software/PC, and Installation/Training Services for Sanitary Fixture Cleaners Foaming Investigation

1. DESCRIPTION OF MATERIALS AND SERVICES:

The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 633 requires foam analyzing lab equipment and compatible software/PC with a fully automated foam measuring process, along with services including on-site installation and training from a certified OEM technician. The technician is to install the hardware equipment, along with software compatible to it. The technician is to train the Code 633 team to operate and troubleshoot the lab equipment and software in-person/on-site in the NSWCCD Code 633 Non-oily Wastewater (NOW) Laboratory.

BACKGROUND:

Code 633 has been tasked by NAVSEA 05P5/F to investigate aqueous detergent solutions commonly found in shipboard vacuum, collection, and holding (VCHT) tanks and what may cause overfoamation events. Code 633 plans to procure an automated, bench-scale foam analyzer to study the behavior of foam formation from different detergents and surfactants found in shipboard VCHTs. The equipment procured will require a technician to properly install it on-site, along with a software built by the same company on a desktop PC. This procurement is necessary for Code 633 to execute the "Sanitary Fixture Cleaners Foaming Investigation" task, which was funded by NAVSEA 05P5/F to support the NAVSEA Afloat Environmental Quality RDT&EN program that addresses Fleet issues associated with Non-Oily Wastewater systems, technologies, equipment, methods and process. As part of this tasking, investigations are to be made on the "foamability" and foam stability of different aqueous detergent solutions that may end up in shipboard VCHT systems to better understand what can cause overfoamation events in the systems.

2. OBJECTIVE:

The contractor shall provide materials and services per the specifications in this document, including provision of foam analyzing equipment/PC/software, on-site installation, and on-site training services.

2.1. Minimum Specifications

- Laboratory analytical, bench-scale equipment for foam analysis shall:

o Operate and be fitting for aqueous detergent solutions o Have technologies that can create foam comparable to shipboard VCHTs, including mechanical stirring/agitation and gas aeration o Perform test in cyclical events to resemble shipboard VCHT conditions

- Software shall be compatible with the foam analysis equipment to provide a fully automated foam measuring process, and specifically must be able to:

o Analyze test results and create foam stability and decay metric measurements o Track change in height of foam column over time o Distinguish between foam and liquid and its changes in height during agitation o Calculate foam characterization metrics, such as maximum foam height, foam capacity, foam density, expansion rate, and foam half life o Create graphs for visualization

- A desktop PC for software to be installed on, along with monitor

2.2. Services Requirements

2.2.1. Standard on-site installation of lab equipment and software by certified OEM technician

- Unpack and determine placement of the equipment

- Complete all necessary assembly/set-up of the foam analyzer and associated equipment prior to commencing equipment startup.

- Perform equipment leveling, as necessary

- Install all electrical connections as required for operation, including connecting the equipment to power from the government's electrical drop location and connecting it to a desktop PC.

2.2.2. Initial Startup, Inspection, Demonstration and Acceptance:

- The contractor shall be responsible for the initial startup of the machine and all associated equipment supplied under this agreement

- The contractor shall demonstrate to NSWCCD personnel that all key functions are operational prior to equipment acceptance. The demonstration shall at minimum include performing a single test evaluation.

The evaluation will be inspected by the contractor and NSWCCD personnel to ensure proper function of the equipment, including working conditions and measurements. After successful completion of the demonstration phase noted above, the Government TPOC or technical representative will accept the machine.

2.2.3. On-site training for operating and troubleshooting the lab equipment and the software

- The contractor shall provide onsite training to a minimum of (2) NSWCCD employees or NSWCCD contractors. The training is to be held in the NSWCCD NOW lab space. Any training handouts and materials needed for the training will be provided by the contractor. Training must, at minimum, cover basic operation of the equipment including but not limited to: startup and operation of equipment, startup and operation of software on desktop PC.

- The training must also cover standard to preventive maintenance required to maintain optimal performance of the equipment between major preventive maintenance visits from the vendor.

7.1. Period of Performance. The period of performance is one year from award of contract.

7.1.1. Code 633 shall receive foam analyzing equipment 4-6 weeks from contractor's receipt of order.

7.1.2. Contractor shall perform setup, installation, and training within two weeks of Code 633 receipt of equipment.

7.2. Place of Performance:

7.2.1. The contractor shall perform contract services in NSWCCD Building 60 Code 633 NOW laboratory space.

7.3. Delivery/Shipping

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

G-242-H002 HOURS OF OPERATION AND HOLIDAY SCHEDULE (NAVSEA) (JUL 2021) (Jul 2021)

(a) The policy of this activity is to schedule periods of reduced operations or shutdown during holiday periods. Deliveries will not be accepted on Saturdays, Sundays or Holidays except as specifically requested by the Procuring activity. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor's expense with no cost or liability to the U.

S. Government.

(b) The federal Government observes public Holidays that have been established under 5 U.S.C. 6103. The actual date of observance for each of the holidays, for a specific calendar year, may be obtained from the OPM website at OPM.GOV or by using the following direct link: https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/.

(c) Delayed Opening, Early Dismissal and Closure of Government Facilities. When a Government facility has a delayed opening, is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company's established policy and procedures. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The Contracting Officer will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy and procedures.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

ITEM UNIQUE IDENTIFICATION AND VALUATION (JAN 2023)

(a) . As used in this clause- Definitions

"Automatic identification device" means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

"Concatenated unique item identifier" means-

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

"DoD recognized unique identification equivalent" means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at . https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html

"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

" Enterprise " means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.
