1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 611 & 612 requires award of a fixed price up to 3-year contract (base year with six contract options) for purchase of an Inconel clad steel shaft test article containing representative slag inclusion and lack of fusion defects found in Inconel Alloy 625 cladding when deposited by the electroslag strip surfacing (ESS) process.
2.0 BACKGROUND:
The NSWCCD Code 611 & 612 provide engineering services and technical support to the NAVSEA technical warrant community in the field of metallic shafting base material and welding, 05P2 and 05Z24. NAVSEA 05P have requested NSWCCD to perform an assessment of the potential impacts on mechanical performance and damage progression from slag inclusion defects introduced to shafts during the ESS cladding process.
3.0 OBJECTIVE:
The contractor shall generate representative test articles with Inconel 625 cladding inclusions on MIL-S-23284, Class 1 steel shaft forgings per the requirements defined below. The trial and final test articles shall be provided to the Government Technical Point of Contact as the final material deliverable of this contract. Additionally, all processing parameters and procedures developed herein shall be detailed in a final report and provided to the government TPOC via encrypted file transfer, to be facilitated by the TPOC.
3.1 Base Contract: Task 1 - ESS Cladding Defect Generation, The contractor shall perform the following preliminary cladding trials on MIL-S-23284, Class 1 steel shaft forgings to introduce lack of fusion and slag inclusion defects at both the cladding-to-steel fusion boundary and within the cladding.
3.1.1 The contractor shall clad a short test assembly made of MIL-S-23284, Class 1 steel shafting, satisfying the following dimensional criteria: 22-in. to 25-in. outside diameter (OD) and a minimum of 3-ft. in length. The length of the cladding deposited on the test assembly shall be 12 to 24-in. Cladding shall be performed based on the contractor's NAVSEA qualified ESS cladding procedure using parameter modifications (e.g., filler metal feed rate, travel speed, current, voltage, torch position, etc.) shown in the contractor's experience to produce extensive, intermittent slag and lack of fusion ESS cladding defects. Refer to section 3.1.1.1 for typical defects and sizes. Post weld stress relief is required for the test assembly per the contractor's qualified procedure. Modified procedure variables from those qualified shall be recorded. Alternative dimension of MIL-S-23284, Class 1 steel forgings are acceptable with approval from the Government technical representative.
Cladding deposits shall be a minimum of 3 layers thick with additional layers deposited as necessary to: (1) assure adequate thickness for accurate ultrasonic inspection (UT) of the steel/Inconel fusion zone, and (2) for producing and detecting UT indications solely in the Inconel cladding (i.e., between Inconel-to-Inconel cladding layers and passes).
Test assemblies shall be machined to a final cladding layer thickness of 0.5-in., nominally.
3.1.1.1 Task items identified in sections 3.1.1.1.1 through 3.1.1.1.2 are the types of UT defects to be generated while developing the process. Table 1 lists three representative UT indication target sizes with respect from the clad shaft surface.
