About this file
This is a Request for Quote (RFQ) issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for a 10-foot side beam for mechanized submerged arc welding (SAW) and gas metal arc welding (GMAW). The solicitation requires delivery of a fully functioning turn-key system including a dual head for SAW and GMAW, motorized travel carriage, side beam controller, manual cross slides, GMAW torch holder, operator control stand, wire reel mount, welding cables, flux trough, and laser pointer. The contract includes an optional CLIN for two days of onsite installation supervision and training.
The RFQ is set aside 100% for small businesses under NAICS code 333992 with a size standard of 1,250 employees. Quotes are due by 11:00 AM ET on December 18, 2024, with questions due by December 12, 2024. The base delivery is required by August 1, 2025, with the optional services to be completed by August 15, 2026 if exercised. The equipment must be compatible with existing Lincoln Electric ACDC 1000 with MAXsa 22 wire feed head equipment. Award will be made to the lowest-priced, technically acceptable quoter whose price is determined fair and reasonable. The procurement supports NSWCCD Code 611's explosion bulge and crack starter testing capabilities.

MINIMUM SPECIFICATIONS
Minimum Specification and Performance Work Statement 10 ft. Side Beam for Submerged Arc and Gas Metal Arc Welding
1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 611 requires a 10
ft. side beam for mechanized submerged arc (SAW) and gas metal arc welding (GMAW) and the option to include training and installation supervision. This procurement is in support of expanding NSWCCD code 611’s explosion bulge and crack starter capabilities.
2.0 BACKGROUND:
2.1 NSWCCD Code 611 performs research and development in the areas of welding and material processing supporting various NAVSEA technical warrant holders, program offices, and other Department of Defense (DoD) organizations. A particular program supported by Code 611 is the DoD - Office of the Secretary of Defense (OSD) funded “Increasing Throughput and Readiness of Navy Explosion Bulge Testing at Aberdeen Test Center.” As part of this program, the procurement will support additional throughput in welding of large 2 in. thick and 50 in. long weldments. Currently, NSWCCD Code 611 has a Lincoln Electric ACDC 1000 with a MAXsa10 controller setup but do not have a designated side beam to fully implement the use of the system. This procurement will allow NSWCCD Code 611 to increase our explosion bulge weldment throughput with a mechanized option for a higher deposition rate process in SAW, with the additional ability to also run mechanized GMAW welds when needed.
3.0 OBJECTIVE:
3.1 The objective of this contract is to procure a fully functioning turn-key 10 ft. side beam with a dual head for SAW and GMAW including all of the equipment meeting the minimum specifications listed below.
3.1.1 10 ft. Mechanized side beam.
3.1.2 Motorized travel carriage
3.1.3 Side beam controller

The following factors shall be used to evaluate quotations:
Factor 1 Price Quotes must include a price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but not limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.
Factor 2 Technical Capability/Approach The Government will evaluate the Quote for technical acceptability.
Minimum Requirements:
The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:
1) The quoted supplies/services shall meet the solicitation requirements including any required parts, delivery dates, and terms and conditions stated in the solicitation.
Technical Capability/Approach evaluations will result in one of the following ratings:
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.
The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.
QUESTIONS: Any questions in relation to this solicitation shall be submitted to David Crouch email at david.w.crouch3.civ@us.navy.mil.
The cut-off date for questions is 11:00 AM ET on 12 December 2024.
(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).
(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
