Minimum Specifications and PWS
1.0 Background/Description
NSWCCD performs research and development in the areas of metallic alloy development and metallic production practices. To aid in better research and development capabilities, a processing laboratory is being stood up in Memphis TN. This laboratory will aid in research and development of alloys and standard metallic production methods.
2.0 Objective
A rolling mill is commonly used to reduce the thickness of a metal to produce sheets/plates.
This provides convent form factors as well as often improving the properties of the resulting product. Thus, the objective of this contract is to procure a rolling mill for this research and development lab effort.
3.0 Minimum Requirements
The contractor shall provide a rolling mill that includes the components and specifications as listed, below:
• Final plate width of 9-12in.
o Face width and journal must be ≥ 16in to accommodate plate width.
• Final plate length up to 5ft.
• Material weight of up to 500lb.
• Initial thickness of ≥ 6in.
o Starting material will be a slightly wedged rectangular ingot.
• Minimum final thickness of ≤ 0.5in.
• Capable of a draft/reduction per pass of ≥ 10% reduction in thickness for any given pass/thickness.
• 2hi roller set up
• ≥ 25in diameter rolls
• Reversing mill with roller tables on either side that can handle full range of final plate sizes (i.e. ≥5ft long).
o Powered roller tables or other method of powered feeding into the rollers.
• Starting part temperature of 1200°C.
o Roller surfaces, bearings, roller tables, and other aspects of the equipment in contact with or near the hot material need to be sufficient for maintaining safety/longevity in the presence of the hot material.
• Ability to roll a variety of alloys including but not limited to Inconel, bronze, Cu-Ni, stainless steel, titanium, aluminum, and steel.
• Separating force of ≥ 2,000,000lbs.
• Electronic control and recording o Roller speed, roller direction, and gap opening need to be electronically controlled as well as electronically recorded.
▪ Roller speed controllable in the range of at least 20ft/min to 50ft/min.
▪ Roller gap controllable to at least ± 0.1in within full range.
o Electric drive motor load (horsepower) needs to be recorded during operation.
o A control panel with digital readout for manually controlling and visually monitoring status (i.e. a “human machine interface” HMI).
▪ Recording status and parameters at ≥ 1hz.
o Automatic stop for overload or hazardous conditions.
• Emergency stop buttons
• Power Requirements: 480V, 3 Phase, 60 Hz o Motor HP ≤ 1000HP total
4.0 Manuals/Software
The contractor shall provide digital copy of the following manuals:
o Preventative maintenance and upkeep manual o Operation manual detailing use of the rolling mill and the associated HMI.
o Parts/specifications manual detailing the rolling mill and accessories specifications including a list of part numbers and engineering drawings if applicable.
• Digital version of any software needed to connect the HMI to an external computer system.
5.0 Installation, Training and Warranty
The contractor shall provide services related to purchase of the rolling mill including:
5.1 Installation
• Rigging, offloading, and emplacement on-site.
o 12ftx12ft doors with at least 24ft tall ceilings.
• On-site assembly and installation including initial startup and acceptance testing.
• A minimum Power cable distance of at least 25ft with wire ends suitable for direct connection into an electrical disconnect switch
5.2 Training
• On-site training of at least two NSWCCD personnel. The training will comprehensively cover everything required to use the equipment and HMI including machine operation, basic maintenance and safety. On-site training should be available for a minimum of five days once the equipment and HMI are installed and fully functional. All training materials and reference guides will be provided by the contractor.
5.3 Warranty
• Equipment warranty and support services for at least 1 year.
6.0 Deliverables
The contractor shall provide deliverables as described in the PWS/SOW and CDRL. Format and delivery schedule for deliverables will be outlined in the CDRL.

The contractor shall arrange for free on board shipment and delivery of the equipment complete with equipment and accessories/features described above to:

Delivery and installation may require security screening and escort. The government TPOC should be contacted at least two weeks in advance of shipping to ensure security paperwork is completed. The contractor shall provide the TPOC with tracking information no later than one day after shipping. The shipping containers must each fit through 12ftx12ft doorways.
