PERFORMANCE WORK STATEMENT

DDG-51 High-Efficiency Propeller

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The Naval Surface Warfare Center, Carderock

Division (NSWC CD) has developed a larger, 18-foot diameter propeller that may provide improved fuel efficiency for the DDG-51 Class of ships. The 18-foot propeller is comprised of multiple blades that are mounted to an existing hub. Implementation of the 18-foot propeller will require validation that the existing DDG propeller hub is compatible with the loads generated by the new propeller.

2.0 BACKGROUND: The DDG-51 class currently uses two 17-foot propeller designs (Flight I and ATD). A larger 18-foot propeller has been developed by NSWC CD to provide more efficient fuel operation of the DDGs.

For cost effective implementation, the 18-foot propeller blades need to be mounted to the existing propeller hub, as replacing the existing hub would be cost prohibitive. Analysis is required to verify the existing propeller hub is compatible with the higher loading conditions the 18-foot propeller would impose on the hub.

3.0 OBJECTIVE:

3.1 The contractor shall provide:

• A quick-look feasibility report containing the analysis of a hub assessment using their standard analytical hub stress calculations to compare DDG-51 ATD blades and the 18-foot diameter DDG- 51 propeller blade developed by NSWCCD which shall be submitted 45 days after the awards.

These calculations shall include static strength and fatigue calculations as well as relevant DDS- 245-1 evaluations. Analyses conducted shall include the effect of unsteady forces for the following two conditions: (CDRL A001) o Full power ahead o Full power turn

Inputs to the analyses to be furnished by NSWCCD include:

o Tables of unsteady forces and moments for each of the three geometries for each of the conditions above

3.2 The contractor shall provide:

• A preliminary and final feasibility reports containing finite element analyses to assess the structural performance of the current 156cm controllable pitch propeller hub with a notional 18-foot diameter DDG-51 propeller blade developed by NSWCCD which shall be submitted 150 days after the awards. Analyses conducted shall include the effect of unsteady forces for the following two conditions: (CDRL A001) o Full power ahead o Full power turn

Inputs to the analyses to be furnished by NSWCCD include:

o Hydrodynamic blade surface geometry definition suitable to build 3D finite element model that will adequately represent weight, inertia and center of gravity o Tables of unsteady forces and moments for a single blade for each of the conditions above Comparative FEA analysis with the current 156cm controllable pitch propeller hub and ATD blade shall be included for a more thorough assessment of relative performance against the baseline.

The report shall include the following:

o Documentation of comparative analytical assessment o Documentation of Finite Element Analysis model o Output of analysis results for full power ahead condition o Output of analysis results for full power turn condition o Evaluation and assessment of potential impacts to the design/ specification of blade bolts, crank pin rings and hub structural components o Recommendation for potential propeller blade design modifications that may reduce stresses in critical areas or improve fatigue life

3.3 The contractor shall provide:

• A presentation of the initial feasibility report, due 160 days after awards (CDRL A001) and final feasibility report results, to be provided to NAVSEA and NSWCCD 180 days after the awards.

(CDRL A001) Time/Place (assume Washington DC Area) TBD

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically

Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Brittany Tavassoli email at brittany.b.tavassoli.civ@us.navy.mil.

The cut-off date for questions is 10:00 AM EST on 09 September 2024.
