PERFORMANCE WORK STATEMENT (PWS)

Wire Arc Additive Manufacturing System Integration for NSWCCD’s Code 618

1.0 DESCRIPTION OF SERVICES/INTRODUCTION:

The NSWCCD’s Additive Manufacturing (AM) Project Office, Code 618 requires a 5-year Indefinite

Delivery, Indefinite Quantity (IDIQ) contract to purchase Wire Arc Additive Manufacturing (WAAM) hardware and software, and WAAM system integration and training services to support the ongoing U.S. Marine

Corps’ (USMC) Advanced Integrated Mobile Machine Shop (AIMMS) and Expeditionary Fabrication (XFAB) programs of record.

2.0 BACKGROUND:

Since 2019, the NSWCCD’s Code 618 has been assisting the USMC in the sustainment and operation of SEMS facilities equipped to provide mobile subtractive manufacturing services. The SEMS program is considered a legacy program and is nearly two decades old. A Material Change Recommendation was signed on December 11, 2023 in order to refresh the USMC mobile manufacturing capabilities. SEMS was a subtractive manufacturing facility only and included a Hass manufactured TM-1 mill. SEMS is paired with the Expeditionary Fabrication (XFAB) facility, where XFAB is the AM counterpart to the subtractive manufacturing SEMS. XFAB and SEMS are fielded together and are operated together. . With the push of additive manufacturing across the USMC, SEMS is being replaced with the AIMMS and will include AM capabilities to complement the AM capabilities in XFAB. The AIMMS AM capabilities come in the form of WAAM which is an AM process of 3D printing or repairing metal parts. The

WAAM system is integrated into the TM-1 mill, creating a hybrid manufacturing system capable of both subtractive and additive manufacturing. There currently is no expeditionary metal AM process in the USMC. The USMC needs to convert 25 number of fielded TM-1 mills to hybrid WAAM systems through FY30.

3.0 OBJECTIVE:

During the course of the 5-year contract period the Government will issue orders for the materials and services in

Tables 1 and 2, below. The contractor shall provide the WAAM hardware and MasterCam Computer Aided

Manufacturing (CAM) software licenses required to convert USMC-owned and fielded TM-1 mills into WAAM hybrid manufacturing systems. In addition, the contractor shall perform the integration services needed to convert the TM-1 mills and train personnel in the operation of the hybrid systems.

The contractor shall provide the materials and services over the course of the 5-year contract period as listed and in quantities indicated in Tables 1 and 2, below. The contractor shall provide the quantities identified in the Minimum

Quantity columns of the Tables in the first order of the contract. The contractor shall provide additional quantities up to the maximum quantity over the course of the contract period.

Each task order issued will contain the specific materials and services required; quantity; and delivery, origin, and destination specifics.

3.1 Minimum Specifications:

The contractor shall provide the material items per Table 1, below. The software shall be electronically delivered to the technical point of contact (TPOC). The contractor shall provide WAAM hardware that meet the specifications identified in section 3.3, General Requirements.

3.2 Services:

3.2.1 The contractor shall perform the services per Table 2, below.

3.2.1.1 Integration Services. Following order award of WAAM systems, the Government will ship the TM-1 mills to Phillips’ Additive Innovation Center in Rock Island, Illinois for integration work. Phillips Federal and the US

Army Rock Island Joint Manufacturing & Technology Center (JMTC) entered into a Public-Private Partnership (P3) to create the Phillips Additive Innovation Center to be a dedicated space for Phillips Federal to work with the

Department of Defense. The contractor shall travel to the Innovation Center to integrate WAAM hardware into the government’s TM-1 mills. After WAAM integration is complete, the contractor shall ship the WAAM integrated

TM-1 to NSWC Crane Division to integrate the WAAM system into the AIMMS facility.

3.2.1.2 Training Services. Training courses may be purchased to train AIMMS personnel on how to use the WAAM system. Each training course shall be a 4-day in person course so personnel can receive hands on demonstrations and experience. The training course location and number of persons to be trained may vary based on the group receiving the training.

Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical

Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for

Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Arnel Ngo email at arnel.a.ngo.civ@us.navy.mil.

The cut-off date for questions is 12:00 PM EST on 11 September 2024.

(b) Options. N/A
