This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with Dantec Dynamics, Inc. for an LDA Signal Processor. The NAICS code is 334516 and the Small Business Standard is 1,000 employees.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2024-05 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20240530. SEE

ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 05:00 PM EST on 26 July 2024. This notice of intent is NOT a request for competitive quotes.

However, all responses received by 05:00 PM EST on 26 July 2024 will be considered by the Government.

A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

Minimum specifications for the LDA system required in the above table are identified in the following section.

1. “MINIMUM” SPECIFICATIONS FOR REQUIRED HARDWARE

Item 1. LDA Signal Processor

The LDA processor will be able to collect data in conjunction with the existing Code 853 Dantec BSA F600 system. The LDA signal processor will have 3 channels. The processor will have integrated receiving optics, photomultipliers, and signal amplifiers. The first two channels should take light from an LDA probe at 488 and 514nm through a single multimode optical fiber with SMA connector. The third channel should take light from a second LDA probe through a single multimode optical fiber with SMA connector. Filters should be provided so that the user can configure the third channel to operate at either 488, 514 or 532nm. The processor should have the following capabilities:

• Signal frequency of at least 100MHz

• Bandwidth of at least 50MHz

• Sustained rate of processing bursts of at least 300,000 per second

• Real time monitoring of Doppler bursts, velocity, spectra, and data rate

• Input for incremental encoder to synchronize measurements with rotating machinery

• Able to synchronize measurements with rotating machinery based on a shaft once-per-rev signal

• Digital inputs to start/stop acquisition

• Analog output of 0-10 volts corresponding to the measured velocity on any channel

• Four 16-bit analog inputs of 0-10 volts, triggered by bursts

• Able to collect multi-channel data and external analog inputs in either random or coincidence mode

Item 2. LDA Processing Software

Software is required to interface with the LDA signal processor, to monitor data acquisition, to coordinate data acquisition, and to further process collected data. Two copies of the software are required. The software must have the following minimum specifications”

• Runs on Windows 10 and 11

• Process at least 3 channels of LDA data

• Real time monitoring of Doppler bursts, velocity, spectra, and data rate

• Can collect multi-channel data along with synchronized external analog inputs in either random or coincidence mode

• Can process LDA data to obtain velocity spectra and velocity correlations

• Can sort velocity data based on either encoder position, analog input value, or time between shaft synchronization inputs with a user-defined number of intervals

• Can calculate velocity ensemble statistics for both whole measurement intervals or on measurement sets sorted by rotational position of machinery

• Can output data in the following formats: Binary, Text, Excel.

• Can plot data as histograms, time series, spectra, 2-D histograms, vectors, profiles, and profiles with curve fitting

• Can integrate data processing with Matlab

• Can control data acquisition with Matlab

• Can automatically collect multiple data sets with each set at different spatial positions or with different acquisition settings

• Can control a traverse with up to 6 axes of motion. Interface should allow user to integrate LDA

Processing Software traverse controls with custom user-supplied traverses.

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (FEB 2024)

(a) Definitions. As used in this provision--

Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program means an SDVOSB concern that--

The Offeror is not required to complete the representation in this provision if the Offeror has represented in the provision at 252.204-7016, Covered Defense Telecommunications Equipment or Services--Representation, that it “does not provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.”

(a) Definitions. Covered defense telecommunications equipment or services, covered mission, critical technology, and substantial or essential component, as used in this provision, have the meanings given in the 252.204-7018 clause, Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services, of this solicitation.

(b) Prohibition. Section 1656 of the National Defense Authorization Act for Fiscal Year 2018 (Pub. L. 115-91) prohibits agencies from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service to carry out covered missions that uses covered defense telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) at https://www.sam.gov for entities that are excluded when providing any equipment, system, or service to carry out covered missions that uses covered defense telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless a waiver is granted.

(d) Representation. If in its annual representations and certifications in SAM the Offeror has represented in paragraph (c) of the provision at 252.204-7016, Covered Defense Telecommunications Equipment or Services-- Representation, that it “does” provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument, then the Offeror shall complete the following additional representation:

The Offeror represents that it [ ] will [ ] will not provide covered defense telecommunications equipment or services as a part of its offered products or services to DoD in the performance of any award resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will provide covered defense telecommunications equipment or services,” the Offeror shall provide the following information as part of the offer:

(1) A description of all covered defense telecommunications equipment and services offered (include brand or manufacturer; product, such as model number, original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable).

(2) An explanation of the proposed use of covered defense telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition referenced in paragraph (b) of this provision.

(3) For services, the entity providing the covered defense telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known).

(4) For equipment, the entity that produced or provided the covered defense telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

(a) Definitions. As used in this clause-

Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

Concatenated unique item identifier means--

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;
