PERFORMANCE WORK STATEMENT (PWS)

High Performance Computing Cluster

1.0 DESCRIPTION OF SERVICES/INTRODUCTION:

The Hull Response and Protection Branch, Code 664, at the Naval Surface Warfare Center, Carderock Division (NSWCCD), West Bethesda, MD, requires a contract for purchase of the materials/services needed for a new high performance computing (HPC) cluster to be installed at NSWCCD’s facility at Olney, in Gaithersburg, MD.

2.0 BACKGROUND:

NSWCCD Code 664 has expertise in the area of Survivability and Weapons Effects. Code 664 relies on multiple HPC clusters to perform high fidelity modeling and simulation of highly dynamic weapons effect events. Code 664 requires an additional HPC cluster to allow for more computational runs and quicker turnaround time for these critical analyses.

3.0 OBJECTIVE:

The contractor shall provide and accomplish all materials/services required to install all hardware and software for a new HPC system in an existing classified facility using personnel trained to perform computer and software installation on closed network DoD systems. The scope of work includes:

Cabinet Enclosure Cluster Management Server Login Node Server Compute Nodes Scratch Storage Server Cold Storage Server Administrative Network Infiniband Fabric Network Cluster Management Software Suite Complete system installation with interface to the existing power supply within a Top Secret facility Maintenance and Warranty on all furnished equipment and software for a period of no less than 5 years from the time of installation

12. On-site training Detailed system specifications and minimum requirements for the HPC system are provided in the following sections.

3.1 SYSTEM MINIMUM SPECIFICATIONS

The HPC system shall be a commercially available system, production grade and scalable to meet future needs.

The HPC system shall interface with facility and existing hardware and the existing power supply.

The HPC system shall operate in the existing closed space with no modifications to the HVAC system or any other facility modification. The proximity of the system to the nearest HVAC register or return is not known. No circulating fans external to the enclosure will be installed. The HPC may be installed in a corner of the closed space where two adjacent sides of the enclosure may face walls with a maximum standoff distance from the wall of 36 inches.

The HPC system must be configured to receive power and shut down messaging due to thermal overload.

3.1.1 THERMAL MANAGEMENT

The HPC system, and all of the components within, shall be air-cooled and be configured to automatically shut down in the event of overheating. Temperature sensors shall be incorporated into the system to detect loss of cooling (e.g. high ambient air temperature) within the closed space. In the event of high ambient temperature event, the HPC system shall perform a graceful shutdown of system components. (Note: A graceful shut down is when a computer is turned off by software function and the operating system (OS) is allowed to perform its tasks of safely shutting down processes and closing connections.)

3.1.2 PHYSICAL SPECIFICATIONS

The HPC cabinet enclosure(s) shall contain all hardware for the HPC system:

· Be compliant with EIA-310 or Open Rack Standards.

· Have a minimum 40 Open Rack Unit (OU) height.

· Have adequate capacity for:

· Power Distribution Units (PDUs)

· Cluster Management Server

· Login Node Server

· Compute Nodes

· 4-Port Keyboard Video Mouse (KVM)

· Network Attached Scratch Storage Server

· Network Attached Cold Storage Server

· Administrative Network

· Infiniband Fabric (NDR) Network

· Blanking panels to cover unused spaces

3.1.3 CLUSTER MANAGEMENT SERVER

There shall be a minimum of one cluster management server. The cluster management server shall have all of the following attributes:

· EIA-310 Standard or Open Rack Standard Integrated solution

· 2x 32-core Genoa 9334 2.7GHz or similar processors approved by NSWCCD

· Same processor type and same processor speed as the compute node servers

· Configured to have a high ratio of peak CPU memory bandwidth to peak CPU floating point capability

· Hyper Threading disabled

· Minimum of 384 GB RAM memory

· Separate boot mirrored solid state boot drives

· Minimum 2 TB storage space

· Dual network adapters; Must include both Infiniband (NDR) at 200 GB or better and Ethernet 10 GB connections

· Redundant power supply, 208V

· Operating System requirements:

· Preload, RHEL cluster version 8 or higher, approved by NSWCCD

· OS will need to connect to currently existing Windows Active Directory

· Remote iKVM with in-band Management

· Cluster Management Software Suite

· Web or Application based GUI for infrastructure management

· Slurm Controller

· Must be compatible with the rest of the cluster hardware and software

3.1.4 LOGIN NODE SERVER

There shall be a minimum of one login node server. The login node server shall have all of the following attributes:

· EIA-310 Standard or Open Rack Standard Integrated solution

· 2x 32-core Genoa 9334 2.7GHz or similar processors approved by NSWCCD

· Same processor type and same processor speed as the compute node servers

· Configured to have a high ratio of peak CPU memory bandwidth to peak CPU floating point capability

· Hyper Threading disabled

· Minimum of 384 GB RAM memory

· Separate boot mirrored solid state boot drives

· Minimum 2 TB storage space

· Hardware redundant array of independent disks (RAID) controller

· Dual network adapters; Must include both Infiniband (NDR) at 200 GB or better and Ethernet 10 GB connections

· Redundant power supply, 208V

· Operating System requirements:

· Preload, RHEL cluster version 8 or higher, approved by NSWCCD

· OS will need to connect to currently existing Windows Active Directory

· Remote iKVM with in-band Management

· Web or Application based GUI for infrastructure management

· Slurm scheduling

· Must be compatible with the rest of the cluster hardware and software

3.1.5 COMPUTE NODE SERVER

The Compute Node Server Chassis shall contain a minimum of 4 compute node blocks (4 nodes per block), with ability for future expansion. There should be a total of 56 compute nodes. Each compute node shall contain the following:

· EIA-310 Standard or Open Rack Standard Integrated solution

· Diskless, PXE Boot

· Minimum of 6 GB of memory per compute core

· 2x 32-core Genoa 9334 2.7GHz per node or similar processors approved by NSWCCD

· Same processor type and same processor speed as the login node server

· Configured to have a high ratio of peak CPU memory bandwidth to peak CPU floating point capability

· Hyper Threading disabled

· Dual network adapter; Must include both Infiniband (NDR) at 200 GB or better and Ethernet 10 GB connections

· Redundant power supply, 208V

· Remote iKVM with in-band Management

· Web or Application based GUI for infrastructure management

· Slurm scheduling

· Must be compatible with the rest of the cluster hardware and software

3.1.6 SCRATCH STORAGE SERVER

The scratch storage array will need to have the following capabilities listed below and be available for the cluster nodes and external user network:

· EIA-310 Standard or Open Rack Standard Integrated solution

· 16-core Genoa 9124 3.0 GHz or similar processors approved by NSWCCD

· 192 GB of RAM memory

· 2x 1TB NVMe SSD for OS in RAID 1 configuration

· 10x 3.2TB NVMe for scratch in RAID 0 configuration (32TB Total)

· Hardware RAID controller

· Redundant power supply

· Dual network adapters; Must include both Infiniband (NDR) at 200 GB or better and Ethernet 10 GB connections

· Operating System

· Preload, RHEL cluster version 8 or higher, approved by NSWCCD

· OS will need to connect to currently existing Windows Active Directory

· Remote iKVM with in-band Management

· Web or Application based GUI for infrastructure management

· Must be compatible with the rest of the cluster hardware and software

3.1.7 COLD STORAGE SERVER

The attached storage array will need to have the following capabilities listed below and be available for the cluster nodes and external user network:

· EIA-310 Standard or Open Rack Standard Integrated solution

· 16-core Genoa 9124 3.0 GHz or similar processors approved by NSWCCD

· 192 GB of RAM memory

· 2x 1TB NVMe SSD for OS in RAID 1 configuration

· 3.5 inch SAS/SATA bays

· 12x 18TB SAS HDDs 7200RPM w/ 512MB cache installed with RAID 6 configuration to allow for 160TB of usable storage

· Able to mount /home to the login node and the compute nodes.

· Contain two distinct file systems (way in which files are named and where they are placed logically for storage and retrieval).

· /work — a single file system with 90% of the total formatted usable disk storage and expandable.

· /home — a single file system (user accounts and system files) with at least 10% of the total formatted usable disk storage.

· At least 6GB/s of read, write, and full duplex bandwidth (respectively) between the compute nodes and /home.

· At least 6GB/s of read, write, and full duplex bandwidth (respectively) between the compute nodes and /work.

· Hardware RAID controller

· Redundant power supply

· Dual network adapters; Must include both Infiniband (NDR) at 200 GB or better and Ethernet 10 GB connections.

· Operating System

· Preload, RHEL cluster version 8 or higher, approved by NSWCCD

· OS will need to connect to currently existing Windows Active Directory.

· Remote iKVM with in-band Management

· Web or Application based GUI for infrastructure management

· Must be accessible if the compute nodes are offline.

· Must be compatible with the rest of the cluster hardware and software.

3.1.8 ADMINISTRATIVE NETWORK

The Administrative Network infrastructure will be used to manage and monitor all the aspect of the cluster environment locally and remotely through a 10 GB network. The Administrative Network shall contain the following:

· EIA-310 Standard or Open Rack Standard Integrated solution

· 10GB switches and supporting infrastructure

· The network will have the ability to:

· manage file system traffic, cluster utility communication, system administration, and maintenance

· remotely monitor temperatures, voltages, fans, and power supplies

· allow for remote power cycling of each node

· Tightly integrated Cluster Expansion and Infrastructure Interconnect reliability, availability, and serviceability (RAS).

3.1.9 INFINIBAND FABRIC

The Infiniband fabric will be set up to have the best reliability, availability with in the cluster environment. The Infiniband fabric shall have the following minimum requirements:

· NDR or similar switch approved by NSWCCD and supporting infrastructure

· Need to have peak bandwidth between nodes at least 100GB/s

3.1.10 CLUSTER MANAGEMENT SOFTWARE

The cluster management software shall provide management for the hardware, the operating system, HPC software, and users in a unified framework of tools to manage the cluster. The cluster management software shall also have the following minimum requirements:

· Provide a batch scheduler/workload management system (WMS) that shall work across all nodes within the cluster.

· Pre-bundled OS and network optimizations for OS settings, drivers, and Infiniband (NDR), environments that are necessary for proper performance and functionality inside an HPC environment.

· Allow compute nodes (as a collective whole) to be powered down without impacting the power to other system components.

· Web or Application based GUI of the Cluster Management Software

3.1.11 MANUALS

CDRL A001 – The contractor shall provide at least one (1) paper copy of all documentation/manuals. All documentation shall be provided in English. At a minimum, copies of the following items are required:

· Include build and tuning information for all platforms

· Installation Manual

· Parts Manuals

· Maintenance Manual

· Operation Manual

3.1.12 SOFTWARE LICENSES AND DOCUMENTATION

The contractor shall provide:

· Licenses for all installed software.

· A DVD with all software required for cluster operation as well as administration and/or user documentation for said software.

3.1.13 STATEMENTS OF VOLATILITY.

The contractor shall provide statements of volatility for each volatile component. (Note: Volatile components, contrary to non-volatile components, are computer components requiring power to maintain stored information; they retain contents while powered on but when the power is interrupted, the stored data is lost immediately or very rapidly.)

3.2 SERVICES REQUIREMENTS:

3.2.1 INSTALLATION REQUIREMENTS

The contractor shall provide installation of the system. Installation requirements are provided below:

· All work shall be performed during the hours of 0800 and 1800 Monday through Friday, excluding federal holidays.

· Work must be completed in no more than 5 consecutive business days.

· Verify and test all the requirements of the master/logon server have been met with a thorough walk through with the system administrator including but not limited to:

· file shares

· cluster management software

· queuing system and integration with all nodes and applications

· user management

· Verify and test all the compute nodes are fully functional with in the cluster, management, file, and queuing environments.

· Verify and test all the requirements of the Network Storage server have been met with a thorough walk through with the system administrator.

· Verify and test all the requirements of the Administrative Network have been configured properly with a thorough walk through with the system administrator.

· Verify and test all the requirements of the Infiniband Fabric have been configured properly with a thorough walk through with the system administrator.

· Verify and test the visualization node has been configured properly to work with the cluster, queuing and storage system with a thorough walk through with the system administrator.

· Verify that the PDUs are set up in an AB power arrangement.

· Verify and test required software with code engineers for functionality of installed software. After successful completion of the verifications and tests, above, the Government TPOC will accept the HPC system.

3.2.2 WARRANTY AND MAINTENANCE

WARRANTY:

The contractor shall provide a 5 year warranty on parts. The warranty period for parts shall be from the time the parts are installed. Warranty services include:

The installed HPC system and all associated equipment shall include a five year warranty for parts and labor. The warranty shall begin the day after final acceptance of the machine by NSWCCD. The cost for all repairs conducted under the warranty including but not limited to parts, labor, travel and shipping shall be covered under the warranty. All troubleshooting and repair work shall commence within 48 hours of the reported problem and is to be conducted onsite at NSWCCD in West Bethesda, MD.

MAINTENANCE:

Maintenance services as described below:

Technical Support

The Contractor shall perform technical assistance for operation and troubleshooting of the systems identified in the PWS via:

· Toll-free telephone/hotline number. Telephone support shall be available Monday through Friday, excluding Federal holidays, from 8:00 A.M. to 5:00 P.M. Eastern Time.

· Email address. The Contractor shall respond to technical support requests, correspondence and information exchange via email. However, email service does not relieve the telephone support availability requirement.

The contractor shall provide engineering support over the phone or through email as needed to answer technical questions arising for five years after final acceptance of contract requirements. Support shall be, at a minimum, available Monday through Friday between the hours of 0800 and 1700 Eastern Standard Time (EST).

Note: At no time shall hard drives & other non-volatile parts be returned, including for warranty or maintenance purposes.

3.2.3 TRAINING: Contractor shall provide onsite training for maintaining and setting up any proprietary software used to manage and maintain the HPC system during the 5 day installation and setup.

4.0 SPECIAL QUALIFICATIONS: N/A

5.0 GOVERNMENT FURNISHED EQUIPMENT/PROPERTY/INFORMATION:

With the exception of hard drives and other non-volatile parts, the Government may return and release custody of defective parts of a system.

6.0 DELIVERABLES:

The contractor shall deliver the requirements specified in the Contract Data Requirements List (CDRL), below.

7.0 PERIOD, PLACE OF PERFORMANCE, SHIPPING AND DELIVERY:

7.1 Required period of performance:

The contractor shall deliver and complete installation of the HPC system not later than 31 Mar 2025. Subsequent to delivery, the performance period for installation services will not exceed 5 days.

7,2 Place of performance:

The contractor shall provide and perform contract services at: Olney Building 1, Data Center, 5321 Riggs Road, Gaithersburg, MD 20882.

7.3 Delivery

The contractor shall arrange for shipment and delivery of the HPC system with equipment and accessories/features described above to the above address.

The contractor shall provide a delivery schedule to the Government TPOC within 14 days after award of contract. Unless otherwise agreed to, all items shall be delivered in a single shipment.

8.0 SECURITY REQUIREMENTS: Unclassified

· Contractor shall obtain clearance to access the Olney facility through the NSWCCD security office before arriving on site.

· Contractor is allowed only to designated locations

· Contactor is to be escorted at all times when in secure spaces

9.0 GOVERNMENT TECHNICAL POINT OF CONTACT (TPOC):

SOFTWARE LANGUAGE

No terms will be incorporated into any price quote and/or order accepted by the Government unless otherwise agreed to by all parties in writing. Any and all terms and conditions contained in any price quote and/or order that violate any Federal laws, statutes, and regulations, including but not limited to, the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) are void and will have no effect. The applicable Federal laws, statutes, and regulations, including, but not limited to, the FAR and DFARS will govern instead.

CLAUSES INCORPORATED BY FULL TEXT

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(1) It [ ___ ] will, [ ___ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--

It [ ___ ] does, [ ___ ] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES--REPRESENTATION (OCT

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representations.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
