About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition for the procurement of AV switches for the Naval Surface Warfare Center, Carderock Division (NSWCCD).
The J&A indicates that NSWCCD needs to procure a set of matrix backplane switchers and component boards for use in the conference rooms located in Building 40. The proposed acquisition is for specific Extron branded equipment, including 5U 32x32 matrix backplane switchers, 5U 8-slot frames, video controller electronics, and input/output boards. The justification cites the need for compatibility with the existing AV equipment and infrastructure to avoid retraining personnel on new systems. Market research identified multiple small businesses that could potentially provide the required equipment, but the brand name justification indicates Extron as the sole source. The government will conduct a price analysis to ensure fair and reasonable pricing, and has no plans to compete future contracts for these supplies unless another source emerges.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
On or about May 06, 2024, the Government conducted market research, reviewing all GSA Advantage contract-holders under North American Industry Classification System (NAICS) Codes 334111. The results of this market research effort identified multiple small businesses that could provide the material requested by Code 1061.
7. Determination of Fair and Reasonable Costs
In accordance with FAR 13.106-3(a) the Procuring Contracting Officer (PCO) shall ensure that all supplies and services provided under the anticipated contract are procured at a fair and reasonable price. The Government will require the contractor to submit a formal price proposal and sufficient information to support the accuracy and reliability of the estimate. The PCO shall determine that the proposed order represents the best value (as defined in FAR 2.101) to meet the Government’s needs. The PCO will also rely on experienced technical experts, as well as information from prior procurements conducted by the Navy where the same (or comparable) devices were procured, when conducting the price analysis. This information will form the basis for a fair and reasonable price.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWC Carderock has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWC Carderock will assess whether competition for future requirements is feasible.
