MINIMUM SPECIFICATION

Sand Mixing Station and Reclamation

1.0 Background

Naval Surface Warfare Center Carderock Division (NSWCCD) Code 612 performs in-service engineering services and research and development pertaining to materials science and engineering. NSWCCD has been tasked to stand up the Rapid Applied Materials Processing (RAMP) laboratory at the NSWCCD Memphis detachment site. The facility will aid in research and development of alloys and standard metallic production methods. Sand mixers are required equipment to make sand castings. They operate by infusing resin into foundry sand to bind and stiffen the sand media, making solid, temperature resistant sand molds. After pouring an ingot, the shake-out table is used to remove the cured resin/sand mixture from the ingot while breaking it down for storage and/or reclamation.

2.0 Objective

Contractor shall provide a stationary swivel sand mixer with a sand output range of 50 - 150lb/min and a shake-out table suitable for reclamation of sand from the mold after casting. The shake-out table must be capable of handling sand molds of at least 30” x 40” x 20” [L x W x H] and elevate the sand for storage and/or reclamation.

3.0 Minimum Requirements

3.1 Specifications for the Sand Mixer:

Heavy gauge steel base that can be bolted to the floor for stationary operation:

○ Maximum footprint: 5’ x 5’

○ Hopper Height: Maximum 14’

○ Discharge Height: Approx. 4’

○ Capable of 120° swivel under the sand inlet

Electrical Requirements

○ 240V, 60A maximum

Mixer shall be equipped with a 3-pump system configured for a phenolic urethane no-bake resin system.

Sand mixer shall have 2 dual slide gates that allows for three (3) different sand flows (A-gate, B-gate, A&B-gates) each. Each gate will have a dedicated sand hopper capable of storing a Super Sack of sand mounted above the gate. This system will allow for switching between new sand, reclaim and a blend of both.

Mixer must be configured to support at least one sand hopper above the sand inlet. The sand hoppers must be easily interchangeable via forklift.

Mixing blades must be made from hardened (or faced) steel to handle the abusive sand conditions on a day-to-day operating basis (e.g., tungsten carbide)

Mixer should feature front/rear chamber doors that can easily be opened on the sides without specialized tools for cleaning and maintenance.

Mixing chamber should be capable of mixing rates between 50 lb/min to 150 lb/min A control system for the mixing screw and automatic resin mixing/dosing system shall be included. This shall include a memory storage function for storage of different mixing ratios/dosages to accommodate different sand flow rates, resin systems, and/or curing times.

○ Touch screen controller interface to allow access to mixer functions, timers, and controls

○ Measure the incoming sand temperature and automatically adjust catalyst output to compensate for temperatures that are above or below a normal value

○ Low sand interlock/sensors to stop pump operation if the sand supply is interrupted.

Multiple resin setpoints should allow for resin to be infused and mixed evenly within the mixing chamber Operator must be able to calibrate the sand output based on the mass flow rate required. Inputting the desired percent resin addition should automatically calibrate the pumps to the desired resin percentage (up to 1.25% resin).

A Low Air Pressure Interlock should prevent the system from running without the required incoming air pressure.

3.2 Specifications for Shake-out Table:

Shakeout deck must have a heavy steel frame and a large enough deck to support shake out of molds at least 30” x 40” x 20”.

o Minimum deck dimensions: 4’ x 4’ o Minimum deck capacity: 2000 lb.

Electrical Requirements: 240V or 480V Shakeout table must have an integral attrition mill to break down large chunks of casting sand/resin prior to reclamation.

Shakeout table must discharge the sand high enough to facilitate storage and/or further sand reclamation processes o Sand discharge minimum height of 36” o If the shakeout table is too low, a bucket elevator system should be included.

Emergency stop button.

3.3 Minimum Requirements for Accessories

Four (4) Sand Hoppers capable of holding a single Super Sack of sand media each (nominally Silica, Chromite, Zircon, and Cerabeard)

○ Minimum Internal Volume: 30 Cubic Feet

○ Forklift tubes to facilitate hopper transfer to/from sand mixer frame

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest

Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point all evaluations will stop.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Minimum Specifications. Vendors shall provide supply items meeting or exceeding the specifications provided in the Minimum Specifications. Your detailed quote shall be of sufficient detail to allow the Contracting Officer and Technical Review to make a determination that you fully understand the requirement.

Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below.

Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Kim Kanash by email at kimberly.m.kanash.civ@us.navy.mil.

The cut-off date for questions is Tuesday 28 May 2024 at 1100 AM ET

(b) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The Government requests that the awardee return a signed copy, or notify the Contracting Officer by email that it will deliver the supplies and/or services, within (2) days of receiving the award notice.

(End of Provision)
