Modular Pontoons Procurement Specification
1. Introduction.
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Acoustic Research Detachment (ARD) located in Bayview, Idaho conducts navy hydro-acoustic and hydrodynamic testing at Lake Pend Oreille, Idaho.
Pontoon barges are used at ARD to support test execution and test range modification and maintenance. The barges typically are deck modified to allow attachment of welded or bolted test equipment, winches, power units, material handling equipment, and temporary mooring purpose. This procurement is for new Duo-float pontoons as a direct replacement for pontoons that were not able to be returned to service.
2. Requirements/Salient Characteristic

The vendor shall provide their standard commercial off the shelf (COTS) pontoon product meeting these requirements and minimum salient characteristic. The new pontoons are required to be a direct replacement for an existing pontoon that has been removed from service.
The pontoons shall be able to connect to existing ARD owned Flexifloat brand S-50 Quadra-float model pontoons using the S-50 Quadra-float assembly locking units and not require any loose assembly parts, i.e., rods, bolts, nuts, etc.
2.2. Quantities.
Provide two (2) modular barge/pontoon units, each unit to measure10-ft (width) x 20-ft (length) x 5-ft
(height).
2.3. Material and Thickness.
Pontoons shall be fabricated from weldable steel with a minimum tensile strength of 36,000 pounds per square inch (psi). The minimum plate thickness on bottom, deck and all sides for the pontoon shall be ¼-inch.
Pontoon Access.
Each pontoon watertight compartment shall have a standard airtight fitting to allow visual inspection for flooding and a standard airtight fitting for air leak testing. The fitting types and sizes shall be the supplier’s standard product feature and deck located for access. All pontoons shall have access fittings.
Each pontoon and watertight compartment shall be capable of personnel access through either the deck or sides. The access either can be by permanently installed watertight hatches or fully welded plate cutout. Access hatches or plate cutout shall be flush with the surrounding deck plate. Plate cutout access locations shall be clearly identified in the supplier’s maintenance documentation.
2.4. Lifting.

The feature shall be the supplier’s standard equipment (padeye and shackle), and shall be load rated for the delivered pontoon unit weight for each type. The lifting feature shall be flush with the deck when not in use. The supplier shall provide a certificate of conformance which identifies total weight of assembly and design calculations or actual weight test documentation detailing the item was tested to 1.5X or greater with a two minute static hold time.
2.5. Deck Cleat Attachment and Location.
Each pontoon module shall have deck cleat attachment points located around the deck perimeter. The attachment spacing and feature shall be the supplier’s standard product. Locking system is integral to modules with no separate pins, bolts or other loose parts (i.e.
non-removable), and is designed for on-deck assembly operation.
Locking mechanisms on all four sides of modular barge unit provides a high–strength integral locking system that enables the modular units to be interconnected side-by-side, end-to-end or end-to-side. The locking mechanism must also be compatible with the Flexifloat S-50 pontoon locking mechanism.
